This study utilized the DEA analysis technique, which is widely used in efficiency measurement in the public sector, to measure the relative efficiency of the municipal waste collection/transport management service in 15 cities, counties and local governments in Chungcheongnam-do. According to the empirical analysis results using DEA, 3 local governments in the CCR analysis model and 5 local governments in the BCC analysis model showed 100% efficiency. These local governments can be said to be more efficient in manpower deployment and equipment management than other local governments, and can serve as a reference group for other local governments to refer to their management types. Based on this study, it will be possible to prepare the efficient use of manpower and equipment for each local government's municipal waste treatment services and to suggest directions for improving raw waste collection and transportation management services.

본 연구는 충남의 15개 시․군 자치단체별 생활폐기물 수집․운반 관리 서비스의 상대적 효율성을 분석하기 위하여 공공분야의 효율성 측정에 많이 사용되고 있는 DEA 분석기법을 사용하였다. DEA를 활용한 분석 결과에 의하면, CCR 분석모형에서는 3개 자치단체, BCC 분석모형에서는 5개 자치단체가 100% 효율성이 있는 것으로 나타났다. 이들 자치단체들은 타 자치단체들에 비하여 인력배치, 장비운용 등이 효율적이라 할 수 있으며 타 자치단체들이 그 관리 형태를 참고할 수 있는 준거집단으로서 역할을 할 수 있다. 본 연구를 바탕으로 각 자치단체의 생활폐기물 처리 서비스에 대한 인력과 장비의 효율적 관리를 마련할 수 있으며 생활폐기물 수집․운반 관리 서비스 향상을 위해 방향을 제안해 줄 수 있을 것이다.
