This study focuses on the analysis of the dominant factors affecting the trade of strategic materials between countries. In particular, It has attempted to verify our trade patterns over the past 20 years by correlating economic variables such as geographic distance, GDP size, security variables such as alliance, democratic level, policy similarity, and trade volume between countries. As a result of the analysis, strategic materials trade tended to prefer transactions with countries with close distances and large GDP in order to reduce transaction costs from an economic perspective. From a security point of view, trade with countries with similar foreign policies tends to take place mainly, and trade with countries with military alliances decreased. On the other hand, there was no significant correlation with the level of democracy. The results of this empirical analysis suggest several topics for our defense policy in the future from the perspective of export control. First, a balanced policy approach between economy and security is needed when exporting strategic materials, and second, it is necessary to establish a continuous monitoring system for end-users. Third, it is necessary to systematically review the factors considered from the security point of view when permitting exports of major items.

본 연구는 전략물자의 국가간 교역에 영향을 미치는 주요요인들에 대한 분석에 그 초점이 맞추어져 있다. 특히 경제변수인 GDP 규모와 지리적인 거리, 안보변수인 국방동맹, 민주주의 수준, 외교정책의 유사성과 국가 간 교역규모와의 상관관계를 통해 과거 20년간 우리의 방산 교역패턴에 대한 방향성을 분석 하였다. 분석결과 우리나라의 전략물자 교역은 경제적 관점에 서 거래비용을 최소화하기 위해 거리가 가깝고, 다양한 품목 선택이 가능한 GDP규모가 대체로 큰 나라들과의 거래를 선호하 는 경향을 보였다. 안보 관점에서는 외교정책이 유사한 국가들과 교역이 주로 이루어지는 경향이 있으며, 군사적 동맹관계에 있는 국가들과는 오히려 교역이 감소하였다. 반면, 민주주의 수준과는 유의미한 상관관계를 보이지 않았다. 이와같은 실증분석결과는 수출통제관점에서 향후 우리의 방산 수출정책에 몇 가지 화두를 제시한다. 첫째, 전략물자의 수 출시 경제와 안보성 사이에서 균형있는 정책적 접근이 필요하며, 둘째 주요 품목의 최종사용자들(End-User)에 대한 지속적 인 모니터링 시스템 구축이 필요하다. 셋째, 주요품목들에 대한 수출허가시 기술유출에 대한 안보 리스크를 체계적으로 관리 하기 위한 제도적 보완 및 관련 보안기술의 개발이 필요하다.
