The purpose of this study was to establish martial arts techniques as Coast Guard arrest and subdue techniques in order to secure the safety of on-site police officers during the mission to crackdown on illegal fishing foreign fishing vessels, and to select and learn arrest and subdue techniques that can actually be applied in the field reflecting the marine environmental characteristics that changes suddenly, thereby strengthening the physical force response capabilities of on-site police officers. Accordingly, in order to present measures for on-site police officers to utilize arrest and subdue techniques as martial art that can actually be applied in the marine environment, martial arts experts(wrestling, Gracie Jiu-Jitsu) with experience in teaching arrest and subdue techniques to Coast Guard officers(new and incumbent) is required to watch of a video of the Coast Guard on-field physical force response in advance, the study was conducted using in-depth interview techniques of qualitative research methods through interviews. The results obtained through the above research methods are as follows. First, it is necessary to establish and learn a survival type arrest and subdue techniques specialized in Coast Guard on-site. Second, it is necessary to prepare a system in which on-site police officers can frequently receive training in arrest and subdue techniques established mainly in the Coast Guard field. Third, it is necessary to reorganize and expand the training period for practical training on police equipments and weapons that are highly utilized in the Coast Guard on-site. Finally, it is necessary to establish a new department, tentatively named Coast Guard On-Site Physical Force Response, within the professor of Korea Coast Guard Academy.

이 연구의 목적은 불법조업 외국 어선 단속 임무 중 현장 경찰관의 안전을 확보하고, 갑작스럽게 변모(變貌)하는 해양 환경적 특성이 반영된 현장에서 실제로 적용 가능한 체포제압술을 선별하고 익혀 현장 경찰관의 물리력 대응 역량을 강화하기 위 해 무도 기술을 해양경찰 체포제압술로서 정립하는 방안을 목적으로 하였다. 이에 따라 현장 경찰관이 해양 환경에서 실제 적용 가능한 체포제압술을 무도로 써 활용 방안을 제시하기 위해 해양경찰관(신임·재직자)을 대상으로 체포제압술 지 도 경험이 있는 무도 전문가(레슬링, 그레이시 주짓수)에게 해양경찰 현장 물리력 대응 영상 시청을 선행하게 하고, 인터뷰를 통해 질적연구방법의 심층 면담기법을 활용하여 연구하였다. 이상의 연구방법을 통해 얻어진 결과은 다음과 같다. 첫째, 해양경찰 현장에 특화된 생존형 체포제압술을 정립하여 익혀야 한다. 둘째, 해양경찰 현장 중심으로 정립된 체포제압술을 현장 경찰관이 빈도 높게 교육받을 수 있는 시스템 마련이 필요하다. 셋째, 해양경찰 현장에서 활용도가 높은 경찰 장구류 및 무기류에 대한 실전적 훈련으로 개편과 교육훈련 기간의 확대가 필요하다. 끝으 로, 해양경찰교육원 교수과내 가칭 해양경찰 현장 물리력 대응 학과의 신설이 필요 하다.
