The purpose of this study is to analyze the operational efficiency of museums and art galleries, which are public cultural facilities in Jeju Special Self-Governing Province. The research was conducted in the following two stages. First, the weights of input and output factors used as basic data for efficiency analysis were analyzed using AHP. As a result of the study, the importance of input factors used in efficiency analysis was found to be in the following order: human resources, exhibitions and programs, collection materials, and facilities. The calculation factors were in the following order: viewing satisfaction, number of visitors, number of repeat visitors, awareness, and admission fee. Second, the efficiency of weighted input and output factors was analyzed using the DEA model. As a result of the study, it was discovered that the similarities and differences resulting from the unique characteristics and functions of museums and art galleries affect their efficiency. What the highly efficient institutions (Kim Man-deok Memorial Hall, Jeju Anti-Japanese Memorial Hall, Jeju Folklore and Natural History Museum, Lee Jung-seop Art Museum, Jeju Chusa Museum, Haenyeo Museum, and Seogwipo Citrus Museum) have in common are institutions with Jeju's unique historical and cultural values. This research result suggests that in the case of public cultural facilities in Jeju Island, in order to improve efficiency, they must clearly display historical and cultural characteristics to attract customers. This study has a contribution point in that it serves as basic research for deriving strategic directions for future efficiency improvement by examining the efficiency of public museums and art galleries in Jeju Island.

본 연구는 제주특별자치도 내 공영문화시설인 박물관과 미술관의 운영 효율성을 분석하는 것을 목적으로 한다. 연구는 다음의 2단계로 진 행되었다. 첫 번째, 효율성 분석을 위한 기초자료 사용되는 투입요소와 산출요소의 가중치를 AHP를 이용하여 분석하였다. 연구결과, 효율성 분석에 사용되는 투입요소의 중요도는 인력, 전시 및 프로그램, 소장자료, 시설의 순으로 나타났다. 산출요소는 관람만족도, 관람인원, 재방문 인원, 인지도, 관람료의 순으로 나타났다. 두 번째, 가중치가 적용된 투입·산출 요소를 DEA 모형을 이용하여 효율성을 분석하였다. 연구결과, 박물관과 미술관이 지닌 고유한 특성과 기능에서 오는 공통점과 차이점이 효율성에 영향을 주고 있다는 점을 발견하였다. 효율성이 높은 기관 들(김만덕기념관, 제주항일기념관, 제주민속자연사박물관, 이중섭미술관, 제주추사관, 해녀박물관과 서귀포감귤박물관)의 공통점은 제주의 독특한 역사적·문화적 가치를 지닌 기관들로 나타났다. 제주도내 공영문화시설의 경우, 효율성을 제고하기 위해서는 고객을 끌만한 역사성과 문화성을 잘 드러내어야 함을 시사하는 연구결과이다. 본 연구는 제주도내의 공영 박물관과 미술관의 효율성을 살펴봄으로써 향후 효율성 개 선을 위한 전략적 방향 도출의 기초연구가 되었다는 점에서 연구의 공헌점을 가진다.
