In order for human rights education in schools to be implemented effectively, it is essential to cultivate teachers’ expertise in human rights education. Therefore, this study investigated the overall curriculum of educational universities nationwide that train elementary and secondary teachers, and analyzed what subjects were opened and their goals and contents related to human rights and human rights education. The analysis results are as follows. First, the proportion of human rights courses offered with the direct goal of human rights and human rights education in the teacher training college curriculum was very low. Second, the main educational purpose of human rights courses offered at teacher training colleges was to promote sensitivity to human rights rather than to develop human rights education capabilities. Third, most of the contents of human rights courses offered at teacher training colleges were about understanding human rights-related content. Fourth, human rights-related courses offered at teacher training colleges were mainly limited to disability awareness/special education, (democratic) civic education, and violence prevention education. The above research results can be used as basic data to suggest what courses should be opened in future teacher training colleges to cultivate human rights education expertise of prospective teachers and how their goals and contents can be structured. In addition, based on this, it will be possible to suggest the need for developing human rights education subject standards and teaching methods for prospective and in-service teachers, and restructuring the teacher training college curriculum to strengthen human rights education.

학교 인권교육이 효과적으로 실행되기 위해서는 교사의 인권교육 전문성 함양이 필수적이다. 그리고 이를 위해서는 예비교사 단계에서부터 인권교육 역량 개발을 위한 교육과정을 체계적으로 마 련하는 것이 중요하다. 이에 본 연구에서는 초⋅중등 교사를 양성하는 전국의 교육대학교와 국립⋅ 사립 사범대학의 교육과정을 전반적으로 조사하였고, 인권 및 인권교육과 관련하여 어떤 교과목이 개설되어 있으며 그 목표와 내용은 무엇인지를 중심으로 분석하였다. 분석 결과는 다음과 같다. 첫째, 교원양성대학 교육과정에서 인권 및 인권교육을 직접적인 목표로 개설된 인권 교과목의 비율은 매우 낮았다. 둘째, 교원양성대학에 개설된 인권 교과목의 주요 교육 목적은 인권교육 역량 개발보다 인권 감수성 증진에 머무르고 있었다. 셋째, 교원양성대학에 개설된 인권 교과목의 내용은 대부분 인권 관련 내용 이해에 대한 것이었다. 넷째, 교원양성대학에 개설된 인권 관련 교과목은 주로 장애인식개선/특수교육, (민주)시민교육, 폭력예방교육 등에 한정되었다. 이상의 연구 결과는, 앞으로 교원양성대학에서 예비교사의 인권교육 전문성을 함양하기 위해 어 떤 교과목을 개설해야 하며 그 목표와 내용은 어떻게 구성할 수 있는지를 제안하는 기초 자료로 활 용될 수 있다. 또한 이를 토대로 예비교사 및 현직교사를 위한 인권교육 교과목 표준안 및 교수법 개발, 인권교육 강화를 위한 교원양성대학 교육과정 재구조화 등의 필요성을 제안할 수 있을 것이다.
