This study focuses on data protection and utilization issues in the era of the Fourth Industrial Revolution, examining user behavior in public MyData services from a privacy perspective. Specifically, it emphasizes the role of privacy control, deemed essential in MyData, to underscore its importance. The research findings indicate that privacy literacy in the online environment significantly impacts user behavior in public MyData services through privacy control and risk assessment. It was found that privacy control plays a more critical role than privacy risk in influencing user behavior, confirming the importance of personal data sovereignty, a core issue of MyData. These results provide important implications for developing educational programs and policy measures to strengthen national data sovereignty. Ultimately, this enables us to explore directions that achieve a balance between these two critical aspects, the protection and utilization of personal information.

본 연구는 4차 산업혁명 시대의 데이터 보호와 활용 문제에 초점을 맞추어 공공 마이데이터 서비스에 대한 사용자 행동을 프라이버시 관점에서 접근하였다. 특히, 마이데이터 분야에서 가장 중요하게 다루어져야 할 프라이버시 통제에 중점을 두고 연구를 진행하여 그 역할에 대해 강조하고자 하였다. 연구 결과, 온라인 환경에서의 프라이버시 리터러시가 공공 마이데이터 서비스에 대한 프라이버시 통제와 위험 평가를 통해 사용행동에 유의미한 영향을 미치는 것으로 분석되었다. 프라이버시 통제가 프라이버시 위험보다 사용자 행동에 더욱 중요한 역할을 하는 것으로 나타나, 마이데이터의 핵심 이슈인 개인정보 자기결정권의 중요성을 확인하였다. 이러한 결과는 국민의 데이터 주권을 강화하기 위한 교육 프로그램 개발과 정책적 방안 마련에 중요한 시사점을 제공한다. 이를 통해 개인정보 보호와 활용의 균형을 이루어낼 수 있는 방향을 모색할 수 있다.
