This paper examines the content and nature of the taxation system in the middle ancient period of Silla and the changes in the taxation system after the middle period. In the middle ancient period, Jo-se(租稅) had the character of a poll tax, and it pursued equity and ensured the reproduction of farmers through auxiliary devices. The labor mobilization system was gradually overhauled, and by the end of the 6th century, a systematic and uniform system was established, which was regulated by decree. In the course of the Unification War, the age grades and the household level system were refined. Accordingly, in unified Silla, taxes were levied at the household level based on assets with a high proportion of manpower, and the use of legions for various work projects increased, while the mobilization of general laborers decreased. Thus, while tax collection centered on manpower was a characteristic of the entire Silla period, it can be seen that there were differences between the middle ancient and Unified Silla in terms of a more detailed understanding of the labor force and the reflection of other economic factors.

본고는 신라 중고기 세역제도의 내용과 성격, 결부제와 연령등급제, 호등제의 시행과 그 변화를 통해 통일 이후 세역제도의 변화 양상을 살펴 본 것이다. 중고 기에 租는 절납이 가능했으며, 균액의 곡물이 丁男과 奴人에게 부과되었다는 점 에서 인두세적 성격을 띠고 있었다. 풍흉에 따른 부세 감면과 의창조의 차등 수 취를 통해 형평성을 추구하고 농민의 재생산을 보장하였다. 역역동원조직은 점 차 정비되어 6세기 말에 이르면 체계적·일원적인 역역동원조직이 확립되었고, 역역동원에 관한 내용은 ‘代法’ 등 율령을 통해 규정되었다. 歲役에 추가적인 역 을 포함한 상한은 60일이었고, 代役은 가능했지만, 통일 이후까지도 庸·雇役은 시행되지 않았다. 그런데 통일전쟁 과정에서 호구 증가와 계층 분화에 따라 연령 등급과 호등제가 세분화되고, 결부제도 속 단위까지 나타내게 되었다. 이에 따라 통일신라에서는 人丁 중심의 자산에 기초한 호등을 근거로 租가 부과되었고, 각 종 역역 사업에 군단을 투입하는 사례가 증가하고, 일반 요역의 동원은 줄었다. 따라서 人丁 중심의 세역 수취는 신라 전 시기를 관통하는 특징이지만, 세부적으 로 중고기와 통일신라 사이에는 인정의 노동력에 대한 보다 세부적인 파악과 그 외 경제적 요소의 반영이라는 차이가 존재했음을 살필 수 있다.
