This article analyzes how the funds accumulated by the mutual aid society under the Government-General of Korea in the 1930s and 40s were used. The experience of the colonies illustrates the nature of government-organized mutual aid, often interpreted in terms of social security, in terms of the actual management of funds. Especially during the crises of the Great Depression and the war, the Government-General of Korea used the funds accumulated in mutual aid as a de facto fiscal expenditure by spending them in areas that could contribute to the stabilization of colonial rule. And when the war provoked by the Japanese became unfavorable, the mutuals were transformed into compulsory savings organizations by revising their rules.

이 글은 1930~40년대 조선총독부 산하 공제조합이 적립한 자금을 어떻게 운용 했는지를 분석의 대상으로 삼았다. 흔히 사회보장의 측면에서 해석했던 정부 기 구의 공제조합이 실제 자금 운용의 측면에서 어떤 성격을 보이는지 식민지의 사 례를 통해 확인해 볼 수 있다. 특히 대공황과 전쟁이라는 위기 상황 속에서 조선 총독부는 공제조합에 축적된 자금을 식민통치의 안정화에 기여할 수 있는 분야에 지출함으로써 사실상 재정지출과 같은 용도로 사용했다. 그리고 일제가 도발한 전쟁의 양상이 불리해지자, 공제조합은 규칙 개정을 통해 강제저축기구로 변모해 가는 양상을 보였다.
