This study aims to evaluate the sustainability factors associated with Lille 3000, a cultural initiative that has been ongoing for two decades as an extension of Lille 2004, and to explore its potential application in South Korea. Based in Lille, France, and extending to the cultural sphere of Flanders, Lille 3000 exemplifies urban sustainability through the integration of arts and culture in an era marked by growing uncertainty and neoliberal influences. The project illustrates sustainable urban development by fostering social solidarity and implementing systemic strategies. Lille's approach to urban sustainability emphasizes core values such as collaboration, participation, and social solidarity, all rooted in the practical engagement of arts and culture. This study demonstrates how Lille 3000 effectively addresses urban challenges through three main pillars: the reorganization of administrative frameworks and the establishment of local governance, the development of a stable financial support system, and the promotion of social solidarity. Despite contemporary political and economic uncertainties, Lille 3000 has exhibited sustained and consistent progress, providing valuable insights for South Korea as it explores the role of arts and culture in achieving sustainability.

본 연구는 릴 2004(Lille 2004) 이후 이의 연장선으로 20년간 진행되어 오고 있는 릴 3000(Lille 3000)의 지속가 능성 요인을 분석하고 이를 한국에 적용토록 고찰하는 데에 그 목적이 있다. 프랑스 릴을 중심으로 플랑드르 문화권 을 아우르는 문화예술행사인 릴 3000은 불확실성이 강화된 신자유주의 시대에 문화예술을 통한 도시의 지속가능성 을 설명하는 좋은 사례로 공동체의 연대와 시스템이 만들어내는 지속가능한 도시발전을 보여주고 있다. 릴은 도시의 지속가능성에 있어서 필수적인 가치인 협동성, 참여성, 사회 연대감 등을 바탕으로, 열린 도시로의 접근을 문화예술 의 실천적 배경을 기반으로 풀어나가며, 도시 문제에 대한 해결을 릴 3000을 통해 이루고 있다. 세부적으로 릴 3000은 행정체계의 재편성과 지역 거버넌스 확립, 안정적인 재정 지원 시스템, 사회적 연대라는 세 가지 측면을 기 반으로 문화예술도시의 지속가능성을 이끌어 나가고 있음을 본 연구는 밝히고 있다. 불확실한 현대의 정치·경제적 상황에서도 장기적이고 일관성 있는 발전을 보여주는 릴 3000은 문화예술을 통한 지속가능성을 고민해야 하는 한국 사회에 시사하는 바가 크다.
