This study examined the process by which cultural activists grow into active citizens through experience and explored the elements of active citizenship from a cultural perspective. In-depth interviews were conducted with six cultural activists who had been active in the field for 8–20 years, analyzing how the civic values and active citizenship of cultural activists have been secured and grown based on value consciousness and practical experiences as cultural activists. Cultural activists build social networks and lead social change based on culture, during which they secure active citizenship from a cultural perspective based on their growth and experiences. The results showed that cultural activists grow into active citizens through the “cultivation of cultural communality as a civic value,” “awareness of social problems and cultural practice,” “right to enjoy culture and belief about diversity,” and “cultural education and learning.” To ensure the sustainable growth of cultural activists and their activities, this study suggests that there is a need to acknowledge them as experts in creating regional cultural ecosystems, establish the foundation to support their activities, and formulate long-term regional cultural policies to provide platforms for sharing and solidarity as well as support various attempts to dismantle boundaries.

본 연구는 문화활동가의 경험을 통한 능동적 시민으로서의 성장 과정을 살펴보고, 문화적 관점에서의 능동적 시 민성 요소를 확인하는 것을 목적으로 한다. 이를 위해, 현장에서 활동하고 있는 8년~20년 경력의 문화활동가 6명을 심층 인터뷰하였으며, 문화활동가 경험을 통해 획득된 가치 의식과 실천 경험을 토대로 문화활동가의 시민적 가치와 능동적 시민성이 어떻게 확보되고 성장하였는지를 분석하고자 하였다. 문화활동가는 사회적 연결망을 구축하고 문화 를 기반으로 사회 변화를 이끌어가며 실천하는 사람으로서 이 과정에서 성장과 경험에 따라 문화적 관점의 능동적 시민성을 확보해 나가고 있는 것으로 나타났다. 이들은 ‘시민적 가치로서 문화적 공동체성 함양’, ‘사회문제 인식과 문화적 실천’, ‘문화향유 권리와 다양성에 대한 신념’, ‘문화교육 및 학습을 통한 성장’을 통해 능동적 시민으로 성장 하고 있음을 확인할 수 있었다. 본 연구는 문화활동가의 지속가능한 성장과 활동을 위해 이들을 지역문화 생태계를 만들어가는 전문가로 인정하고 활동을 지원할 수 있는 기반이 마련되어야 하며, 연대를 위한 공유의 장과 영역의 경 계를 허무는 다양한 시도를 지원할 수 있는 장기적 관점의 지역문화 정책 수립을 제언한다.
