This study addresses the issue of local festivals in our country focusing on uniform content rather than reflecting the cultural identity of the region. The Soraepogu Festival in Namdong-gu, Incheon, transitioned to a civilian-led format in an attempt to develop differentiated content. However, it still relies on popular singers and homogeneous programs. The purpose of this study is to propose stage program development measures to strengthen the identity and historicity of the Soraepogu Festival. The stage programs of the Soraepogu Festival from 2001 to 2023 were analyzed. Additionally, a survey of 204 visitors and local residents was conducted to enhance the identity and historicity of the Soraepogu Festival. The results showed that the Soraepogu Festival attracted tourists with performances by famous singers and public broadcasts from its inception, but it did not sufficiently reflect the local identity. Visitors evaluated that they could not feel the local culture from the festival's stage programs and that the festival lacked distinction from other festivals. While the diversity of programs was highly rated, many respondents indicated that they could not feel the regional characteristics unique to Soraepogu in the stage installations and staff costumes. Therefore, to develop stage program repertoires that enhance the identity and historicity of the Soraepogu Festival, it is necessary to change official events to the morning and organize programs in the evening that incorporate the sentiments and narratives unique to Soraepogu. This would strengthen the uniqueness of the festival through visual and emotional expressions, increasing visitor participation and satisfaction. By focusing on the rarity, unique value, and escape from everyday life that only the Soraepogu Festival can offer, the festival can grow into a sustainable event that restores the identity of Soraepogu. This study aims to serve as basic data for the development of the Soraepogu Festival and concludes here.

이 연구는 우리나라 지역축제가 지역의 문화적 정체성을 반영하지 못하고 획일적인 콘텐츠에 치중해 온 문제를 다룬다. 인천 남동구의 소래포구 축제는 민간 주도형으로 전환하며 차별화된 콘텐츠 개발을 모색했으나, 여전히 유명 가수 의존과 획일적 프로그램을 진행하고 있다. 이에 소래포구 축제의 정체성 과 역사성을 강화하기 위한 무대 프로그램 개발 방안 제시를 연구의 목적으로 두고 2001년부터 2023년까 지 소래포구 축제의 무대 프로그램을 분석하였다. 또한, 소래포구 축제의 정체성과 역사성 강화를 위하 여 방문객과 지역 주민 204명의 설문 조사를 진행하였다. 연구 결과 소래포구축제는 초창기부터 유명 가 수 공연과 공개방송으로 관광객을 유치했으나, 지역 정체성을 충분히 반영하지 못하였으며 방문객들은 축제 무대 프로그램 지역문화를 잘 느낄 수 없어서 다른 축제와 차별성이 부족하다고 평가했다. 그리고 프로그램 다양성은 높게 평가되었지만, 무대 설치물과 운영요원의 의상에서 소래포구만의 지역적 특색 을 느끼지 못했다는 응답도 많았다. 그러므로 소래포구축제는 정체성과 역사성을 강화한 무대 프로그램 레퍼토리 개발을 위해 공식행사를 오전으로 변경하고, 야간 시간대에 소래포구만의 서정과 서사를 담은 프로그램을 구성하여 시각적, 감성적 표현을 통해 축제의 고유성을 강화하고 방문객의 참여와 만족도를 높이는 방향으로 나아가야만 소래포구축제만이 가져야 하는 희소성, 유일 가치, 탈 일상성에 초점을 맞 추고 소래포구 정체성 회복에 따른 지속 가능한 축제로 성장할 것이다. 더불어 1990년대 지역 특산물 판 매 중심의 획일적 콘텐츠 프로그램과 별반 다르지 않은 레퍼토리로 프로그램 퇴보를 가져왔다고 볼 수 있다. 이에 본 연구는 소래포구 축제만의 정체성과 역사성을 강화하기 위한 무대 프로그램 레퍼토리 개발의 필요성 제시와 방안 모색을 연구의 목적으로 두고 소래포구의 축제 프로그램 레퍼토리를 살펴보고자 한다.
