It is currently estimated that North Korea possesses between 30 to 60 nuclear warheads. North Korea, too, effectively became a nuclear-armed state by clandestinely developing and conducting nuclear tests, despite ongoing nuclear negotiations with the United States. This study is to address the motivation factors of nuclear weapon development of Notrth Korea based on Sagan's model. The analysis results showed the effectiveness of the nuclear development decision theory framework adopted by this study in interpreting the North Korean nuclear issue. North Korea exhibited significantly strong incentives for nuclear development. Despite international sanctions, pressure, and compensation proposals through negotiations, North Korea succeeded in nuclear development due to the strong determination of its leadership, which prioritized securing national security and consolidating the Kim dynasty's three-generation hereditary rule. Internally, North Korea built a solid foundation with nuclear technology, skilled personnel, and military support. Externally, it benefited from favorable international geopolitical changes and the support of neighboring countries like China, among many other success factors, leading to its successful nuclear development. The purpose of North Korea's nuclear armament is not only to secure the security of the Kim hereditary regime but also to unify the country under communism, and it is unlikely to give up its nuclear weapons considering the continued advancement of nuclear weapons, the attitude of nuclear negotiations, and the legislation of North Korea's nuclear possession.

최근 북한은 30∼60기에 달하는 핵무기를 보유하고 있는 것으로 추정되고 있다. 김정은은 미국과 함께 한국, 일본을 명백한 적으로 규정하고, 핵폭탄 보유량을 늘리고 다양한 투발수단을 개발하여 적에게 실체적 위협을 가할 것을 경고하고 있다. 이에 본 연구는 이러한 북한의 핵개발 동기요인이 무엇인지를 세이건 (Sagan)의 핵무기 개발동기이론을 통하여 분석하여 이에 대한 대응방안을 모색하기 위한 것이다. 조사 결 과, 본 연구가 채택한 핵 개발 동기요인 분석틀에 의한 북핵문제 해석 유용성이 확인되었다. 북한은 핵 보유 를 통해 국가안보를 확보하고 김씨 3대 세습정권을 공고히 하겠다는 지도자의 의지가 워낙 강했으며 군부의 지지 등 내적 기반을 다진 가운데 외적으로도 우호적 국제 정세변동과 중국 등 주변국의 방임 등 많은 성공요 인을 갖고 있어 핵 개발에 성공하였다. 현재 북한의 핵 무장 목적은 김씨 세습 정권 안보는 물론 적화통일까 지 염두에 두고 있어 핵을 포기할 가능성은 거의 없다.
