After the liberation of the Korean Peninsula from the Japanese colonial rule, a hereditary regime has been established in North Korea under the governing ideologies of Juche and subsequent Kimilsungism and Kimilsung·Kimjungilism, The successive hereditary regimes of North Korea has been maintaining unification policies based on a confederal system toward South Korea ever since the Kimilsung regime. North Korea's unification policies are basically grounded in Kim Il-sung's Juche ideology and focus on the ‘Koryo confederal system’, but there have been some changes over time in terms of its names. North Korea's ‘confederal’ unification plan has some similarities to South Korea's ‘national community’ unification plan in that it aims at peaceful inter-Korean coexistence and eventual unification. This paper emphasizes that North Korea's existing policy of peaceful unification, as seen in the recent hostile remarks by Kim Jong-un and Kim Yo-jong, is a fiction in its fundamental sense and- that North Korea has not abandoned its ambition for forced unification based on military power. Thus, South Korea and international community should be guard against North Korea’s moves in order to protect South Korea as well as the free world.

한반도의 해방 이후 북한에서 김일성, 김정일, 김정은 3대 세습정권이 유지되어오는 가운데 한편으로는 세습체 제를 공고히 하기 위한 유일사상, 김일성주의, 그리고 김일성·김정일주의가 통치이념으로 내세워졌다. 다른 한편 으로는 대남 통일정책에 있어서 김일성 정권 초기의 남한 혁명론 내지 무력통일론으로 시작하여 1960년 이후 나온 남북 연방제가 제시되었는데 이는 김정일, 김정은 정권 시기에도 이어졌다. 이 논문은 북한 3대 세습정권의 이러한 연방제 통일정책에 대하여 비판적 검토를 제시하고 있다. 그 결과, 북한의 각 정권 별 통일정책은 기본적으로 김일 성의 주체사상에 뿌리를 두고 있으며 구체적으로는 ‘고려연방제’를 골자로 하여 시대별 명칭의 변화가 있었음을 지 적한다. 그리하여 김정은 정권 시기에 들어서 북한은 초기에 김일성, 김정일 시기와 마찬가지로 평화적인 외면의 연방연합제를 제시하였지만 이후 시간이 흐르면서 오늘날 그 핵과 미사일 무기 개발의 성과를 바탕으로 성취불가 능한 평화적 연방제 통일정책 추구를 부인하고 무력대결 의도를 노골적으로 표명하고 있는 사실에 주목하고 있다. 이 논문은 근본적으로 정치체제가 상이한 남북한은 최근 김정은의 위협적인 강경발언에 나타나는 것처럼 실현가 능하지 않은 기존의 평화 외양의 대남 통일정책을 대신에 무력통일 의향을 공공연하게 표명하고 있음을 지적한다. 따라서 남한과 국제사회는 북한 통일정책의 실체를 냉정하게 파악하여 대비하고 접근할 필요가 있음을 강조한다.
