In this study, we focus on the changing landscape of service provision within North Korea and the emergence of governance. Through literature review and case studies, this research seeks to understand the current state of private service provision in North Korea, with a specific focus on transportation services. Using a research framework based on existing administrative theories, we analyze how public services in North Korea are gradually shifting from government control to private sector involvement. Our findings indicate that public services in North Korea are being provided within the realm of private sector, marking the emergence of a form of new public management. This study contributes to the discourse on North Korean public services by applying existing theoretical frameworks to objectively analyze the situation. Subsequent research should continue to monitor the realities of public services in North Korea, enabling a close examination of internal changes and implications for peace on the Korean Peninsula.

본 연구는 북한 내부의 서비스 제공형태의 변화와 거버넌스 개념의 출현 가능성에 주목한다. 북한 교통서비스 제공에 초점을 맞추어 문헌조사 및 사례연구 진행한다. 특히, 기존 행정학 이론을 활용한 분석틀을 통해 북한의 공공서비스가 정부에서 민간으로 이양되고 있음을 분석한다. 연구 결과, 현재 북한에서는 사적 영역의 공적서비스 제공이 이루어지고 있으며, 신공공관리가 출현하였다고 평가할 수 있다. 그러나 북한 내 교통서비스 제공의 변화는 이루어졌지만, 아직 거버넌스와 협력적 관리는 나타나지 않았다. 본 연구는 기존 이론을 활용하여 객관적인 분석틀을 통해 북한의 공공서비스를 논의하였다. 후속연구에서는 북한 공공서비스의 현실을 추적할 필요가 있다. 이를 통해 북한 내부의 변화를 면밀하게 살펴보고, 한반도 평화에 대한 시사점을 전달하고자 한다.
