This study aims to examine the social value acquired by the Japanese Utagoe Movement as it transitioned from a proletarian cultural movement to citizen-led living cultural activities. The Utagoe Movement, exemplifying the spontaneity and initiative of citizens, has been sustained by amateur musicians without government support for 76 years. This study focuses on the transformation of the Utagoe Movement into living cultural activities since the 1970s and analyzes how these citizen-led cultural activities, originating from everyday life, realize social values. Field research for data collection involved in-depth interviews with 16 members of Utagoe circles and participant observation in Tokyo, Kyoto, and Okinawa, Japan. The findings derived from literature review and field research are as follows: The social values manifested in the Utagoe Movement as living cultural activities can be summarized into two key aspects. First, the Utagoe Movement creates and disseminates songs based on the shared memories of local people, facilitating community interaction through collective creation and ensemble music practices. This strengthens the active participation of citizens and the solidarity of the local community. Second, the Utagoe Movement provides a platform for communication and cooperation through music. Utagoe festivals serve as venues for sharing diverse ideas and cultures, offering a space for solidarity that generates social meaning through intense emotional experiences. Moreover, the collaboration between amateur and professional musicians forms a cyclical musical ecosystem, creating a cooperative environment. The implications of this study suggest that an environment conducive to daily cultural activities should be provided in Korea to foster citizen-led living cultural activities. Furthermore, it emphasizes the necessity of advancing towards creating a rich local cultural environment and generating social value through a collaborative model between amateurs and professionals.

본 연구는 일본의 우타고에운동이 프롤레타리아 문화운동에서 시민 주도의 생활문 화활동으로 변화하면서 획득한 사회적 가치를 고찰하고자 했다. 우타고에운동은 시민 의 자발성과 주도성을 보여주는 생활문화활동의 사례로서, 76년 동안 정부 지원 없이 아마추어음악인 중심으로 지속해왔다. 본 연구는 1970년대 이후 우타고에운동이 생활 문화활동으로 변화한 과정에 주목하고, 시민이 주도하는 문화활동이 일상의 삶에서 출 발하여 사회적 가치를 실현하는 과정을 분석했다. 자료 수집을 위해 우타고에 서클 회 원 16명의 심층 인터뷰와 일본의 도쿄, 교토, 오키나와에서의 참여 관찰을 실시했다. 문헌 조사와 현장 연구를 통해 도출된 결과는 다음과 같다. 생활문화활동으로서의 우타고에운동에서 나타나는 사회적 가치는 두 가지로 요약할 수 있다. 첫째, 우타고에운동은 지역 사람들의 공동 기억에 기반한 노래를 창작하고 확 산시키며, 공동 창작과 합주의 음악 방식을 통해 지역사회와 소통한다. 이는 시민들의 주도적 참여와 지역사회 연대감을 강화한다. 둘째, 우타고에운동은 음악으로 소통하는 연대와 협력의 장을 마련한다. 우타고에 축제는 다양한 생각과 문화를 나누는 자리로, 강렬한 정서적 경험을 통해 사회적 의미를 창출하는 연대의 장을 제공한다. 더불어, 아 마추어음악인과 전문음악인의 협력으로 순환적인 음악생태계를 형성하여 협력의 장을 만든다. 이 연구의 시사점은 한국에서도 일상의 문화활동이 이루어질 수 있는 환경을 제공하여 시민이 주도하는 생활문화활동이 이루어져야 한다는 것이다. 또한, 아마추어 와 전문가가 협력하는 모델을 통해 풍성한 지역의 문화 환경을 조성하고, 사회적 가치 를 창출하는 방향으로 나아갈 필요가 있다.
