This study aims to suggest the direction of disaster management policy utilizing big data in the era of the 4th industrial revolution. It is necessary to apply digital intelligent convergence technologies such as Internet of Things (IoT), cloud computing, big data analysis, block-chain, mobile, drones, and robots with artificial intelligence to the disaster management process in order to expand disaster safety services by utilizing advanced technologies of the 4th industrial revolution. The directions of disaster management policy utilizing big data are as follows. First, it should be smooth to secure and analyze accurate data required for disaster management. Second, disaster management policies and various big data analysis and learning systems should be linked. Third, in the era of the hyper-connected 4th industrial revolution, the use of public data and the participation of citizens in solving social problems should be expanded. Fourth, it should be possible to utilize drones, unmanned vehicles, and transport robots to transport disaster management mobilization materials and equipment. Fifth, the cultivation, utilization, and discharge of specialized human resources related to big data analysis should be continued. Sixth, it is necessary to develop cyber security technology to respond to big data analysis and core technologies.

이 연구는 제4차 산업혁명 시대에서 빅 데이터를 활용한 재난관리정책의 방향을 제시하는 데 목적이 있다. 이는 제4차 산업혁명 시대의 첨단 기술을 활용하여 재난안전서비스를 확대하기 위해서는 인공지능을 적용한 사물인터넷, 클라우드 컴퓨 팅, 빅 데이터 분석, 블록체인, 모바일, 드론, 로봇 등 디지털 지능형 융·복합 기술을 재난관리 과정에 적용하는 것이 요구된 다. 빅 데이터를 활용한 재난관리정책의 방향은 다음과 같다. 첫째, 재난관리에 필요한 정확한 데이터를 확보하고 분석하는 것이 원활해야 한다. 둘째, 재난관리정책과 다양한 빅 데이터 분석 및 학습 시스템이 연계되어야 한다. 셋째, 초연결 제4차 산업혁명 시대에서 공공데이터 활용과 시민의 사회문제 해결에의 참여가 확대되어야 한다. 넷째, 재난관리 동원 물자 및 장비 수송에 드론, 무인자동차, 운반로봇 등을 활용하는 것이 가능해야 한다. 다섯째, 빅 데이터 분석과 관련된 전문 인력의 양성, 활용, 배출이 지속적으로 이루어져야 한다. 여섯째, 빅 데이터 분석과 핵심 기술에 대응하기 위한 사이버 보안기술의 발전이 필요하다.
