This study aims to propose institutional improvement measures to establish a meta-governance framework for effectively responding to the climate crisis by conducting a comparative analysis of representative environmental governance cases in Chungbuk. The IPCC suggested that the increase in average global temperature should be suppressed within 1.5℃ and that carbon neutrality should be realized in 2050. Response to the climate crisis can be achieved through the participation of a wide range of citizens and the cooperation of various social groups. In Chungbuk, various governance activities have been carried out to preserve the environment. Among them, there are many cases close to the characteristics of meta-governance. In this study, 14 cases of environmental governance activities that were conducted in Chungbuk were collected and compared and analyzed. In addition, it went through a verification process by conducting FGI for experts. In conclusion, a plan to build meta-governance to respond to the climate crisis was presented.

이 연구는 충청북도의 대표적인 환경거버넌스 사례에 대한 비교 분석을 통해서 기후위기에 적절하게 대응하기 위한 메타거버넌스 체계를 구축하기 위한 제도개선 방안을 제시하는 데 목적이 있다. 이를 위해 충북의 환경거버넌스 사례에 대한 비교 분석을 통해서 환경거버넌스 발전의 원칙과 방향을 도출하 였다. IPCC는 지구평균기온 상승폭을 1.5℃ 이내로 억제해야 하며, 2050 탄소중립을 실현해야 한다 는 목표를 제시하였다. 이러한 기후위기에 대한 대응은 광범위한 시민들의 참여와 다양한 사회집단 들의 협력을 통해서만 달성할 수 있다. 충북에서는 환경보전을 위해 다양한 거버넌스 활동을 펼쳐왔 다. 이 중에는 메타거버넌스 특성에 근접한 사례도 상당수 있는데, 여기서는 충북지역에서 전개되었 던 14가지 환경거버넌스 활동사례를 취합하고 이를 비교 분석하였다. 또한 전문가를 대상으로 FGI를 실시함으로써 검증의 과정을 거쳤다. 이를 통해 메타거버넌스 발전의 기본 방향을 도출하였 고, 기후위기 대응을 위한 메타거버넌스 구축방안을 제시하였다.
