The purpose of this study is to examine the trends in arts projects funded by Korea Arts & Culture Education Services(KACES) in order to understand the directionality of the arts education policies that meet the needs of the field. A total of 342 projects from 2005 to 2022 were analyzed by collecting information from KACES website and online library ARTE. Eighteen years were divided into six periods to observe the trends. The analyses showed significant changes in different aspects of the project policies. First, the beneficiaries of the projects shifted from musicians and artists to non-arts professionals. The beneficiaries included socially neglected individuals at risk. These changes were in line with the expande d scope of the projects, serving the therapeutic needs of neglected and vulnerable groups and population. Second, the types of facilities and settings diversified over time, including non-arts educational institutes and a larger proportion of regional community facilities The settings also expanded from non-clinical to clinical environments, such as military mental hospitals. Third, the changes reflected balanced funding for development infrastructure, rein forcing research and evaluation of long-term program implementation. Fourth, there was an increased emotional and psychological goals included in the projects. This includes emoti onal stability, improvement in quality of life, and healing of psychological and emotional distress. Especially, during the COVID-19 pandemic, the preventive aspect of mental health has been highlighted, expanding the recognition of the psychological healing functions of art. This indicates that the unique therapeutic properties of arts are being incorporated into these projects, demonstrating an increased awareness of the healing functions of arts.

본 연구는 한국문화예술교육진흥원에서 수행된 사업들의 주제어와 범위를 분석함으로써 시대적 흐름에 따른 국내 문화예술교육 및 예술치유 사업의 변화추이와 방향성을 파악하는데 목적이 있다. 이를 위해 해당 기관에서 운영하 는 아르떼 라이브러리와 홈페이지의 자료를 통해 2005년부터 2022년까지 수행된 총 342건의 사업내용을 수집 하였으며 18년의 기간을 6개의 시기로 구분하여 기준에 따라 범주화하였다. 분석 결과, 문화예술교육 및 예술치 유 사업 내 수혜대상, 수혜기관 및 사업목적에서 도출된 결과는 다음과 같다. 첫째, 수혜대상을 살펴보면 예술전문 가의 비율은 감소하고 전문가 외 대상군으로 다양화되었으며 일반대상군과 사회취약계층의 비율이 높아지는 경향 이 나타났다. 둘째, 수혜기관의 경우 문화예술교육 전문기관의 비율은 점차 감소한 반면, 시설의 유형이 확장되면 서 교육기관, 복지시설 및 특수시설의 비율이 높아지는 추이를 보였다. 셋째, 사업목적 측면에서는 사업관련 연구 및 평가, 전문성 강화 중심의 인프라 구축과 이에 따른 장기적인 프로그램 실행이 균형있게 이루어지고 있었다. 넷째, 사업목적 내에서 심리정서관련 목표가 가장 주요하게 나타났다. 이는 정서적 안정, 삶의 질 향상, 개인의 심리정서적 상처치유를 포함하며, 특히 코로나19 시기에는 정신건강의 예방적 측면까지 확장되어 예술의 심리치유적 기능에 대한 인식이 확산되었음을 보여준다. 본 연구를 통해 국내 문화예술교육 및 예술치유 사업이 생애주기별 모든 국민을 포함하고자 수혜대상과 기관을 확장하고 있음을 확인할 수 있었다. 이는 예술이 지닌 치료적 고유성이 사업에 반영되고 있음을 의미하며, 수혜자의 예술적 역량과 심리정서적 지원을 위한 치유적 기능에 대한 인식이 증대되고 있음을 보여준다.
