cybersecurity threats being developed by North Korea and pro-North Korean forces in cyberspace, which has emerged as an important factor in national security due to the development of cyber technology. Since the 1990s, North Korea has operated a cyber maneuvering organization against South Korea and has carried out various cyberattacks against us, including cyber psychological warfare, hacking, and cyber terrorism, and the risk is deepening into a cyber war. In addition, pro-North Korean forces have been spreading propaganda against the South without filtering in response to North Korea and carrying out black propaganda activities at every major opportunity in South Korean society. The study of North Korea and pro-North Korean forces that threaten security toward the Republic of Korea is the subject of this paper, and the research method combines literature research and expert testimony through analysis such as public research, Korean government presentations, and credible media press releases. Through this study, we would like to understand the detailed status of cyber security risk activities by North Korea and pro-North Korean forces, and suggest countermeasures to block and prevent them.

본 연구의 목적은 사이버 기술의 발달로 국가안보상 중요요소로 새롭게 대두된 사이버 공간에서 북한과 친북세력에 의해 전개되고 있는 사이버 안보위협에 대해 그 실태를 파악 하고 분석한 후 대응방안을 도출함에 있다. 북한은 90년대 이후 대남 사이버 공작기구를 운영하면서 우리를 대상으로 사이버 심리 전, 해킹, 사이버 테러 등 다양한 사이버 공격을 자행하고 있으며 그 위험도는 사이버戰 양상으로 깊어져가고 있는 실정이다. 또한, 친북세력들은 북한에 호응하여 대남 선전선동 내용을 여과없이 전파하고, 대한민 국 사회의 주요 계기시마다 흑색선전 활동을 전개해오고 있다. 본 논문의 연구 대상은 대한민국을 향하여 안전보장을 위협하는 북한과 친북세력의 사 이버상의 위협실태를 연구하는 것이며, 연구 방법은 그간의 공개 연구물, 우리 정부 발표자 료, 공신력있는 언론매체 보도자료 등 분석을 통한 문헌연구 방법과 전문가 증언 방법을 병행한다. 본 연구를 통해, 북한과 친북세력의 사이버상 안보위해활동에 대한 세부 실태를 파악해 보고, 그 차단과 예방을 위한 대응책을 제시해보고자 한다.
