This study delves into the legislative process of the Jeonbuk Special Act, a pivotal institutional foundation for the Jeonbuk Special Self-Governing Province, inaugurated on January 18, 2024. The study explores the rapid institutionalization of Jeonbuk&s Special Self-Governing Province under fortuitous circumstances, employing a Multiple Streams Framework (MSF) through text mining. The analysis encompasses media articles from August 2022, when the unique autonomy initiative first gained media attention, to December 2023, when the Jeonbuk Special Act underwent a comprehensive revision. By utilizing BERTopic for topic modeling, this study categorizes news articles related to the Jeonbuk Special Act and integrates these findings into the MSF. The topic modeling reveals three primary streams within the MSF: the problem stream, the political stream, and the policy stream. The convergence of these streams, as demonstrated through topic distance mapping, signifies the opening of a policy window. This study holds significant practical value as it demonstrates the utility of the MSF in elucidating the process of government policy-making under conditions of ambiguity. By analyzing the legislative process of the Jeonbuk Special Act, it provides a tangible example of the MSF's application. Notably, this research addresses the limitations of traditional qualitative methods by applying rigorous topic refinement using BERTopic to media articles related to the Jeonbuk Special Act. Additionally, this study contributes to the discourse on the MSF by not only categorizing topics associated with the Act but also by visualizing and presenting the coupling of the problem stream, political stream, and policy stream through topic distance mapping.

본 연구는 2024년 1월 18일 출범한 전북특별자치도의 제도적 기반인 전북특별법의 제정과정을 토픽모델링을 활용한 다중흐름모형을 적용하여 분석을 시도하였다. 전라북도의 특별자치도 추진은 매우 우연한 과정속에서 빠르게 추진되어 제도화되었다. 따라서 의제설정과정에서 비합리성과 모호 성, 우연성을 강조하는 다중흐름모형을 통해서 전북특별법의 제정과정을 살펴보았다. 이를 위해 전 북특별자치도가 언론에 처음으로 등장한 2022년 8월부터 전북특별법이 전부개정 된 2023년 12월까 지의 보도된 언론 기사를 대상으로 분석을 실시하였다. BERTopic을 활용한 토픽모델링 기법으로 전 북특별법과 관련된 뉴스 기사를 분석하고 토픽을 분류한 뒤, 이를 다중흐름모형에 적용하여 시사점 을 도출하고자 하였다. 전북특별자치도의 뉴스 기사를 토픽모델링을 통해 분류한 결과, 다중흐름모형에서 주요 구성요소 로 구분하고 있는 문제의 흐름과 정치의 흐름, 정책의 흐름이 주요 토픽으로 분류되었다. 특히, 다 중흐름모형에서 문제, 정치, 정책의 흐름이 결합되어 정책이 창이 열리는 것을 토픽 간 거리 지도 를 통해서 확인할 수 있었다. 본 연구는 전북특별법의 제정 과정을 다중흐름모형을 통해 분석함으로써 다중흐름모형이 모호한 조건(ambiguity)에서 정부가 정책을 수립하는 과정을 설명하는데 유용하다는 것을 다시 한번 확인 할 수 있었다. 특히, 기존의 다중흐름모형이 연구자들의 질적 연구방법을 주로 활용함으로써 실증 적 분석을 하지 못한 한계를 가지고 있었다면, 본 연구는 전북특별법에 대한 언론 기사를 대상으로 BERTopic을 통해 엄밀한 토픽 분류와 정제 작업을 통해 질적 연구방법의 한계를 극복하려고 시도 했다는 점에서 의의를 가진다. 특히, 전북특별법과 관련하여 뉴스 토픽을 분류한 것에서 더 나아가 토픽 간 지도 거리를 통해서 전북특별법의 문제의 흐름, 정치의 흐름, 대안의 흐름이 결합 (coupling)되어 정책의 창이 열리는 것을 시각화하여 제시하고 있다는 점에서 다중흐름모형의 논의 를 보다 풍부하게 확대하고 있다.
