In order to improve the problems of the bus operation system operated by the private system, local governments are frequently discussing the introduction of the public system, but there are many cases of giving up. I would like to analyze the reason why it is difficult to change the bus operation system to the public system from the perspective of rent-seeking theory. It can be analyzed through the rent change of stakeholders, and the rent change of bus operators that are most affected by institutional change can be considered as well as the rent extraction activities of politicians in the process of rent return for private companies that have secured existing rent. The purpose of this study is to analyze how the change from the existing bus operation system, the private system, to the semi-public system and the public system, will bring about rent changes to the stakeholders involved, and to clarify the reason why it is particularly difficult to switch to the public system through the rent-seeking theory. The significance of this study can be found in an attempt to analyze the root cause through a rent-seeking theoretical approach, beyond the limitations of existing studies that have simply found the cause of sufficient compensation for bus companies or difficulties in negotiating with bus companies.

민영제로 운영되고 있는 버스운영체제의 문제점을 개선하고자 지방정부에서 공영제 도입 논의 를 빈번히 하고 있으나 포기하는 경우들도 많이 나타나고 있다. 이처럼 공영제로 버스운영체제를 변화하는 것이 어려운 이유를 지대추구이론적 관점에서 분석해 보고자 한다. 특히 이해관계자의 지대변화를 통해서 분석을 하며, 제도변화를 통해서 가장 큰 영향을 받게 되는 버스업자들의 지대 변화와 함께, 기존의 지대를 확보한 민간업체들에 대한 지대환수과정에서의 정치인들의 지대추출 활동까지 함께 고찰해볼 필요가 있다. 기존의 버스운영체제인 민영제에서 준공영제, 공영제로의 변 화가 이와 관련된 이해관계자들에게 어떤 지대변화를 가져오는지를 각각의 제도별로 분석을 하며, 공영제로의 전환이 특히 어려운 이유를 지대추구이론으로 밝혀보고자 한다. 기존 연구에서 단순히 버스업체에 대한 충분한 보상을 하기 어렵거나, 버스업체와의 협상의 어려움 등의 이유만으로 단 편적으로 그 원인을 찾는데 그친 연구의 한계를 넘어서, 지대추구 이론적 접근을 통해 그 근본 원 인을 분석하고자 하는데 이 연구의 의의를 찾을 수 있을 것이다.
