The purpose of this paper is to suggest a direction for discussion to strengthen self-governing police power. To this end, an awareness survey was conducted targeting officials and experts working in the self-governing police system to strengthen the current self-governing police system and self-governing police authority. 77.4% of all respondents responded that self-governing police power needs to be strengthened. It was confirmed that the absolute majority, 77.4% of all respondents, agreed with the claim that self-governing police, separated from the national police, should exercise self-governing police authority. They responded that investigations related to self-governing police affairs should be exclusively handled by self-governing police. 78.2% of all respondents agreed that the district police station and police box are essential to the dual self-governing police force. Considering this perception survey, the self-governing police dualization model is: First, the work of the self-governing police must be distinguished from the work of the national police. Second, in principle, the organization and functions of the national police related to self-governing police affairs should be abolished or reduced (if necessary, in a gradual way, but by all means). Third, in order to prevent a security vacuum caused by dualization, self-governing police and national police should, in principle, be granted the same authority to take initial action under the Criminal Act and the Police Officers' Duties Act.

이 논문은 자치경찰권 강화를 위한 논의방향을 제시하는 것을 목적으로 한다. 이를 위해 자치경찰제 업무 관계자 및 전문가를 대상으로 현행 자치경찰제 및 자치경찰권 강화를 위한 인식조사를 실시하였다. 자치경찰제 업무 관계자 및 전문가를 대상으로 한 인식조사에서 자치경찰권을 강화 할 필요가있다는응답이전체응답자의 77.4%에 달했다. 특히지역특성에적합한치안 서비스 제공을 위해 국가경찰로부터 이원화된 자치경찰이 자율적 권한을 행사해야 한 다는 주장에 대해 전체 응답자의 77.4%인 절대 다수가 동의하고 있음을 확인할 수 있 었다. 다만, 국가경찰로부터 이원화된 자치경찰의 모형에 대해서는 시도경찰청 이하 생 활안전, 여성청소년, 교통, 지역경비 등의 기능과 그와 관련한 조직․인력․재원 등을 광역지자체로 이관하는 방안을 선택하였다. 자치경찰에 불필요하다고 생각하는 경찰기 능은 1)순위로 보안․외사(대공수사, 대테러 등), 2)순위로 수사, 3)순위로 치안정보를 선택했다. 그럼에도 자치경찰사무와 관련된 수사는 자치경찰이 전담해야 한다고 응답 했다. 지구대와파출소는 이원화된 자치경찰에 꼭 필요한 존재라는데에는전체 응답자 의 78.2%가 동의했다. 이러한 인식조사를 고려할 때 자치경찰 이원화 모델은 첫째, 자치경찰의 사무는 국 가경찰사무와 구분되어야 한다. 둘째, 자치경찰사무와 관련한 국가경찰의 조직과 기능 은 원칙적으로 (필요하다면 점진적 방식으로 하되, 반드시) 폐지 또는 축소되어야 한 다. 셋째, 이원화로 인한 치안공백을 방지하기 위해 자치경찰사무의 범위와 관계없이 자치경찰과 국가경찰에게 원칙적으로 형사법상 초동조치의 권한 및 경찰관직무집행법 상 (거의) 동일한 권한이 부여되어야 한다.
