Germany is a traditional cooperative country, starting with credit unions led by Raiffeisen. However, as the number of knowledge-based professional freelance occupations has recently increased in Germany, new forms of cooperatives have increased. Freelance cooperatives were established in the 1990s to solve employment problems in the changing labor market. It has helped organize freelancers with weak market power, strengthened the legal and social safety net of freelance activities, and contributed to forming new labor solidarity. This paper was designed to examine the characteristics of German freelance cooperatives adapting to a changing society. We looked at the changing patterns of German cooperatives and recent characteristics of cooperatives, and analyzed cases. As a result, the characteristics of German companies where stakeholders are important were seen reflected in recently established freelance cooperatives. Meanwhile, these corporate cultural characteristics are related to why most freelance cooperatives in Germany fail to expand into larger organizations. In short, this paper examines regional characteristics of Germany by analyzing the traditional characteristics, development patterns, and characteristics of German freelance cooperatives. In addition, Germany's case will provide implications for cooperatives in Korea to move forward as alternative economic organizations that encompass a variety of professions.

독일은 전통적인 협동조합 국가로, 그 시작은 라이파이젠을 위시로 한 신용협동조합이었다. 그런데 최근 독일에 지식 기반 전문직 프리랜서 직종이 증가하면서 새로운 형태의 협동조합이 늘어났다. 프리랜서 협동조합은 1990년대 변화한 노동 시장의 고용 문제를 해결하기 위해 설립되었다. 시장 권력이 약한 프리랜서의 조직화에 도움을 주었으며, 프리랜서 활동의 법적․사회적 안전망을 강화하며 새로운 노동 연대를 형성하는 데 기여해 왔다. 이 논문은 변화한 사회에 적응해 가는 독일 프리랜서 협동조합의 특징을 살피기 위해 기획되었다. 독일 협동조합의 변화 양상과 최근의 협동조합 특징을 살피고 사례를 분석했다. 그 결과 이해관계자가 중요한 독일 기업의 특성이 최근 설립되는 프리랜서 협동조합에도 반영되는 모습을 찾아볼 수 있었다. 한편 이러한 기업 문화적 특성은 어째서 독일의프리랜서 협동조합 대부분이 더 큰 조직으로 확장하지 못하는지와 관련된다. 요컨대 이 논문은 독일 프리랜서 협동조합의 전통적 특성과 발전 양상, 특징을 분석해 독일의 지역적 특성을 살펴본다. 더불어 독일의 사례는 한국에서 협동조합이 다양한 전문직을 포괄하는 대안적 경제 조직으로 나아가는 데 시사점을 제공할 것이다.
