As the competition for hegemony between the US and China begins and the war in Ukraine begins, the world is once again returning to the Cold War. The rise of China, the recovery of Russia, and the expansion of the EU mean the gradual decline of US hegemony, and the world is changing from a US-centered unipolar system to a multipolar system. Even on the Korean Peninsula, where the Cold War remains, changes in the international order are being felt, including the formation of the Korea-US-Japan alliance and North Korea-China-Russia cooperation. The Yoon Seok-yeol government supports the liberal democratic order centered on value diplomacy and supports the changing international order into one dominated by the United States. On the other hand, North Korea’s Kim Jong-un regime supports a new Cold War as an opportunity to escape the isolation that followed the collapse of the Cold War. The normalization and restoration of relations between North Korea, China, and North Korea and Russia has created a structure of cooperation between North Korea, China, and Russia in response to the value alliance of liberal democracy, and there is a high possibility that the order around the Korean Peninsula will return to a new Cold War.

미·중 패권경쟁이 시작되고 우크라이나 전쟁이 시작되면서 세계는 다시 한번 냉전기로 회 귀하고 있다. 중국의 부상과 러시아의 회복, EU의 확대는 미국의 패권이 점진적 쇠퇴를 의미 하고 있고 세계는 미국 중심의 단극체제에서 다극체제로 바뀌고 있다. 냉전이 유지되고 있는 한반도에도 한미일 공조의 형성과 북중러 협력이라는 국제질서 변화가 감지되고 있다. 윤석열 정부는 가치외교를 중심으로 자유민주주의 질서를 지지하고 변화하는 국제질서가 미국 우위 의 질서로 변하는 것을 지지한다. 반면 북한 김정은 정권은 냉전 붕괴 이후 고립된 상황을 벗어 나는 계기로 신냉전을 지지한다. 북중, 북·러 관계의 정상화와 관계회복은 자유민주주의 가치 동맹에 대응하는 북·중·러 협력이라는 구도를 낳았고 한반도 주변질서는 신냉전으로 회귀할 가능성이 높다.
