This study explores the private security education system to suggest legislative policy alternatives for the specialization of private security in Korea. From the introduction of the private security system through literature research to the present, by examining the history of legislative policies on the education for newly hired security guards, there was a problem that education for each security task was not classified, evaluation after completion of education was formal, and educational content may be different for each educational institution. It was proposed that practical education subjects for each security task should be differentiated, strict evaluation should be conducted after completion of education, and standards should be established so that the educational content can be the same. These legislative policy changes for the education for newly hired security guards will be the easiest and starting point for achieving the purpose of specializing in private security.

이 연구는 우리나라 민간경비의 전문화를 위한 입법정책적 대안을 제시하고자 민간경비 교육제도에 대하여 탐구한다. 문헌연구를 통하여 민간경비교육의 입법형태, 민간경비교육 의 목적과 필요성, 교육의 유형, 민간경비교육 정책 등의 이론적 배경을 살펴본 후 민간경 비제도가 도입된 이후부터 현재까지 입법정책 즉, 교육시간 축소 정책, 교육시간 연장 정 책, 실무교육 강화 정책, 경비환경 변화에 따른 정책 등에서 나타난 일반경비원 신임교육과 목 및 시간에 대한 연혁을 비판적으로 고찰함으로써 경비업무별 교육이 구분되어 있지 않 고, 교육 이수 후 평가가 형식적이며, 교육기관마다 교육내용이 서로 다를 수 있다는 문제 점을 발견하였다. 이에 경비업무별 실무교육과목을 차별화하고, 교육 이수 후 엄격한 평가 를 시행하며, 교육내용이 동일할 수 있도록 기준을 마련하여야 할 것을 제안하였다. 이러한 민간경비 신임교육과목에 대한 입법정책의 변경은 민간경비 전문화라는 목적을 달성함에 있어 가장 용이하면서 그 출발점이 될 것이다.
