Since the late 1950s, South Korea has experienced various incidents and accidents at local festivals and large-scale events. Despite governmental efforts to strengthen legal and institutional safety measures, challenges persist due to a lack of safety awareness among event organizers, public complacency, and the absence of innovative technologies. These issues highlight the limitations of manpower-dependent safety management systems. In response to the Itaewon tragedy in 2022, the Ministry of the Interior and Safety revised relevant laws and introduced crowd management systems. Nevertheless, safety incidents and chaos continued at events like the Seoul World Fireworks Festival and Haman Nakhwa Nori Festival in 2023. This study aims to examine trends and application cases of big data and artificial intelligence technologies, while thoroughly reviewing and analyzing previous research, current safety management practices, and accident cases to identify problems and limitations. To address these limitations, the study proposes enhancing the safety of local festivals through risk factor analysis utilizing big data and the development of an AI-based safety management system. Based on this analysis, the study aims to explore practical and concrete technical approaches to safety measures for local festivals, thereby contributing to the creation of a safer and more successful festival environment.

우리나라는 1950년대 후반부터 최근까지 지역축제 및 대규모 행사에서 다양한 사건⋅사고가 발생해 왔다. 정부는 이를 예방하고 안전을 확보하기 위해 법 제도적 보완 및 안전 관리 대책을 강화해 왔으나, 행사 주최 측의 안전 인식 부족, 시민들의 안전불감증, 그리고 혁신 기술 도입의 부재로 인해 인력에 의존한 안전관리 체계의 한계가 여전히 존재한다. 2022년 이태원 참사 이후 행정안전부는 관련 법을 개정하고, ‘인파관리시스템’을 도입하는 등 다양한 개선 방안을 마련하였지만, 2023년에 개최된 서울 세계 불꽃축제, 함안 낙화놀이 등의 다수의 행사에서 여전히 안전사고가 발생하고 대혼란이 초래되고 있는 실정이다. 본 연구는 빅데이터와 인공지능 기술의 동향과 적용 사례를 살펴보며, 선행연구 및 기존 안전관리 실태와 사고 사례를 면밀히 검토ㆍ분석하여 문제점과 그 한계를 도출하고자 한 다. 이러한 한계점을 극복하기 위해, 빅데이터를 활용한 위험 요인 분석과 인공지능 기반의 안전관리 시스템 구축을 통해 지역축제의 안전성을 강화할 방안을 제시하고자 한다. 이를 바탕으로 지역축제의 안전대책을 실질적이고 구체적인 기술적 접근 방식으로 탐구하며, 보다 안전하고 성공적인 축제 환경을 조성하는 데 기여하고자 한다.
