(Purpose) The purpose of this study is to analyze to what extent the local government’s ordinance on supporting foreign residents reflects the areas necessary for community integration and to propose improvement measures. (Research methods) As a research method, related prior research literature was analyzed and a research model was derived. Subsequently, local government ordinances were selected as a sample and the contents were compared and analyzed. Through this, the limitations of each ordinance were derived and the following improvement measures were proposed. (Findings) First, regulations on safety areas for foreign residents must be specified in the ordinance. As support for safety areas that local government officials recognize as the most important, life safety education, disaster safety education, crime prevention education, and basic order education need to be specifically reflected. Second, regulations in the health area for foreign residents need to be specified. It is necessary to prepare for a situation similar to the Corona period in advance. Third, the contents of the regulations in the exchange area should be strengthened. It is necessary to promote social integration through continuous interaction and harmony between the people and foreigners. It is necessary to approach from the perspective that exchange is an area that applies to all members. (Conclusion and recommendations) The ordinance needs to be revised in a bottom-up method that reflects regional characteristics as much as possible while having a connection between the central government and local governments. Since each local government has a different environment for foreign residents, the areas of community integration policy support should be specifically specified in the ordinance reflecting the characteristics of each region.

(연구목적) 본 연구는 지방자치단체 외국인주민 지원 조례가 지역사회통합에 필요한 정책 지원 영역들을 어느 정 도 반영하고 있는지 분석하고 개선 방안을 제시하는 데 목적이 있다. (연구방법) 연구 방법으로 관련 선행연구 문헌을 분석하고 연구모형을 도출하였다. 이어서 지자체 조례를 표본으 로 선정하여 내용을 비교 분석하였다. (연구결과) 첫째, 외국인주민을 대상으로 하는 안전 영역에 대한 규정이 조례에 명시되어야 한다. 지자체 공무원 이 가장 중요하다고 인식하는 안전영역 지원으로서, 생활안전교육, 재난안전교육, 방범교육, 기초질서교육 등이 구체적으로 반영될 필요가 있다. 둘째, 외국인주민에 대한 보건 영역의 규정이 명시될 필요가 있다. 코로나 시기 와 유사한 상황의 도래를 사전에 준비하여야 한다. 셋째, 교류 영역의 규정 내용이 보다 강화되어야 한다. 국민과 외국인 간의 지속적인 상호교류와 화합을 통해 사회통합을 촉진할 필요가 있다. 교류는 모든 구성원에게 해당하 는 영역이라는 관점의 접근이 필요하다. (결론 및 제언) 지자체 외국인주민 행정의 효율적 추진이 더욱 중요시되는 상황에서 궁극적으로는 지방자치법 개정 을 통한 중앙과 지방 간 협력을 강화해야 할 것이다. 다만 현 상황에서는 외국인주민 지역사회통합 행정의 기반이 되는 조례 개선에 최우선의 관심을 기울일 필요가 있다. 조례는 중앙정부와 지자체 간 연계성을 가지면서도 최대한 지역 특성을 반영한 bottom-up 방식으로 개정될 필요가 있다. 지자체마다 외국인주민이 처한 환경이 각기 다르 므로, 정부의 지역사회통합 정책 지원 영역들이 각 지역의 특성을 반영하여 조례에 구체적으로 명시되어야 한다.
