The purpose of this study is to examine the major issues perceived by sports organizations regarding the evaluation system, and explore improvement measures. To achieve this, a satisfaction survey for improving the innovation evaluation system was conducted targeting a total of 63 organizations, and the results of responses to five open-ended questions were utilized in this study. The main issues perceived by organizations regarding the evaluation system are as follows: Firstly, there are problems with the fairness of the classification criteria for evaluation groups. Secondly, there is a lack of validity in the evaluation indicators. Thirdly, there is insufficient evidence for filing objections. Finally, the consulting and sharing of best practices system is formal. Improvement measures according to the identified issues are as follows: Firstly, partial improvement of the classification criteria for evaluation groups is necessary. Secondly, refinement of evaluation indicators in response to changes in the times is required. Thirdly, enhancing the transparency and reliability of the evaluation system through improvements in the procedure for filing objections is necessary. Lastly, substantive reinforcement of the consulting and sharing of best practices system is required. While the results of innovation evaluation of sports organizations are linked to the size of incentives, the enhancement of the evaluation system holds value beyond that. Through this study, it is hoped that the fairness and acceptability of the evaluation system perceived by organizations will be improved, contributing to the sustainable operation and enhancement of organizational effectiveness.

본 연구는 체육단체 혁신평가의 피평가자인 회원종목단체의 평가담당자가 인식하는 평가제도의 주요 문제점을 살펴보고 개선방안을 탐색하는 데 목적이 있다. 이를 위해 총 63개 회원종목단체를 대상으로 체육단체 혁신평가 제도 개선을 위한 만족도 설문조사를 실시하였으며, 그중 5개의 개방형 문항에 대한 응답 결과를 본 연구에 활용하였다. 회원종 목단체가 인식하는 혁신평가제도의 주요 문제점은 다음과 같다. 첫째, 평가군 분류 기준의 형평성에 문제가 있다. 둘째, 평가지표의 타당성이 부족하다. 셋째, 이의 신청을 위한 근거 자료가 불충분하다. 마지막으로 컨설팅과 우수사례 공유 제도는 형식적이다. 문제점에 따라 탐색된 개선방안은 다음과 같다. 첫째, 평가군 분류 기준의 부분적 개선‧보완이 필요하다. 둘째, 시대 변화에 따른 평가지표의 고도화가 요구된다. 셋째, 이의 신청 절차 개선을 통해 평가제도의 투명성과 신뢰 성을 제고 해야 한다. 마지막으로 컨설팅과 우수사례 공유 제도의 내실화가 필요하다. 체육단체 혁신평가 결과는 단체의 인센티브 규모와 연동되기는 하지만, 평가제도 고도화는 그 이상의 가치를 지니고 있다. 본 연구를 통해 단체가 인식하는 체육단체 혁신평가제도의 공정성과 수용성을 제고하고 회원종목단체의 내실 있는 조직운영과 환류 강화에 도움이 되기를 기대한다.
