Prior research, expert opinions, and field surveys were conducted to discuss the direction of improvement in response to problems such as negligence in management of preserved remains under the "Act on the Protection and Investigation of Buried Cultural Properties." As a result of the study, it was also suggested that it is necessary to secure the budget as a legal and institutional supplement, and that the terminology needs to be reorganized. In addition, an on-site survey of 79 preserved relics in Jongno-gu and Jung-gu, Seoul, suggested the need for continuous management of the ruins, and the evaluation results of 21 ruins that can be evaluated by monitoring indicators confirmed that they were insufficient. Based on these results, measures to secure budget and manpower, utilize measures, and increase efficiency should be established so that the monitoring results can be categorized and managed into grades A, B, and C.

‘매장문화재 보호 및 조사에 관한 법’에 따라 보존조치된 유적에 대한 관리 소홀 등의 문제점 제기에 따라 그 개선 방향에 대한 논의를 위하여 선행연구, 전문가 의견, 현장 조사를 실시하였다. 연구 결과 법제도적 보완 사항으로 예산 확보가 무엇보다 필요하고, 용어에 대한 정비가 필요하다는 의견도 제시되었다. 또한 서울시 종로구⋅중구 의 79개 보존유적에 대한 현장 조사 결과 지속적인 유적 관리가 필요함이 제기되었으며, 모니터링 지표로 평가가 가능한 21개 유적에 대한 평가 결과 활용 부분에 있어서 미흡함을 확인하였다. 이러한 결과를 바탕으 로 제안할 수 있는 방안은 모니터링 결과를 범주화하여 A, B, C 등급으로 구분 관리하여 B, C등급으로 평가된 유적에 대하여 추후 A 등급이 될 수 있도록 예산 및 인력 확보, 활용 방안과 능률성을 높일 수 있는 대책이 수립되어야 할 것이다.
