Maritime transportation has served as a gateway in the international trade and logistics domain and is considered an important factor in enabling sustainable development. Most countries strive to strengthen port functionalities and infrastructure while also aiming to develop them sustainably as their primary objectives. In addition to improving economic efficiency and reducing costs, ports face pressing environmental challenges due to environmental externalities resulting from port activities. The transition to smart ports leveraging new technologies and port digitalization will help improve overall port efficiency, reduce transportation costs, enhance port performance, and promote sustainable and resilient port activities. Accordingly, this paper determined that it was necessary to understand the current port level and status to transition to a smart port. It proposed the readiness assessment of smart ports for this purpose. The goal is to promote the digitalization of ports and support the transition to smart ports through the proposed diagnostic indicators. Suppose the proposed smart port diagnostic index is applied to the port in the future. In that case, the current level of the port can be clearly understood, and the future model of the target port for transition to smart ports can be defined based on the diagnosis results.

국제 무역의 관문 역할을 하는 해상운송은 지속가능한 발전을 가능하게 하는 핵심 요소로 간주되어, 대다 수 국가에서 항만 기능과 인프라를 강화하고 이를 지속 가능하게 개발하는 것을 주요 과제로 추진하고 있다. 항만 은 경제적 효율성을 개선하고 비용을 절감해야 할 필요성 외에도 광범위한 대기 및 수질 오염으로 인한 시급한 환경 문제와 항만 활동으로 인한 기타 부정적인 환경 외부 효과에 직면해 있다. 신기술과 디지털화를 활용하는 ' 스마트 항만'으로의 전환은 전체적인 항만 효율성 향상, 운송 비용 절감, 항만 성능 향상, 지속가능하고 탄력적인 항만 활동을 촉진하는 데 도움이 될 것이다. 이에 본 논문은 스마트 항만으로의 전환을 위해 현재 항만 수준과 상 태를 이해하는 것이 필요하다고 판단하여, 이를 위한 스마트 항만 진단지표를 제안하였다. 제안한 진단지표를 통 해 항만의 디지털화를 촉진하고 스마트 항구로의 전환을 지원하는 것을 목표로 한다. 향후 제안한 스마트 항만 진 단지표를 항만에 적용할 경우 항만의 현재 수준을 명확히 이해하고 진단 결과를 기반으로 스마트 항만으로의 전 환을 위한 대상 항만의 미래 모델을 정의할 수 있다.
