There is a global movement to use nuclear energy as a carbon-neutral way to mitigate climate change. In addition, the war between Russia and Ukraine that broke out in 2022 has raised global awareness of energy security. Korea has a significant number of nuclear power plants, with 25 nuclear reactors, about 6 per cent of the world's operating and shutdown reactors, and nuclear energy accounts for about 30.4 per cent of electricity generation. However, the Fukushima Daiichi accident has shown that although the probability of a nuclear power plant disaster is low, the scale of the damage is significant, and the damage to the land and property of people living near nuclear power plants is astronomical. Therefore, this study uses the difference-in-differences method to analyse the impact of the hazard of nuclear power plant disasters on land prices in the vicinity of nuclear power plants through empirical analysis. The results show that the hazard of nuclear power plant disasters has a negative impact on land prices in the vicinity of nuclear power plants.

전 세계적으로 기후변화 대응을 위한 탄소중립 수단으로 원자력에너지를 활용하고자 하는 움직임이 활발하다. 그리고 2022년 발발한 러시아와 우크라이나 간 전쟁으로 전 세 계적으로 에너지 안보에 대한 경각심이 높아지고 있다. 우리나라는 전 세계 가동 및 정지 중인 원자로 수 대비 약 6% 수준인 25기의 원자로를 보유하고 있으며, 전기 생산에서 원 자력 에너지원이 약 30.4%를 차지하고 있을 만큼 상당한 수의 원자력발전소를 운영 중인 나라이다. 그러나 원자력발전소에서 발생가능한 중대사고는 발생확률은 낮지만, 발생할 경우 그 피해 수준이 상당하다는 것을 후쿠시마 제1원전 사고를 통해 알 수 있었고, 특히 원자력 발전소 인근지역 거주민의 토지 자산 피해가 천문학적이라는 것을 알 수 있었다. 따라서 본 연구는 실증분석을 통하여 원자력발전소에서 발생가능한 중대사고가 지닌 위험이 원자력발전소 인근지역 토지가격에 미치는 영향 분석을 이중차분법을 활용해 연 구를 진행하였다. 그 결과 원자력발전소가 지닌 중대사고 발생 가능 위험이 원자력발전소 인근지역 토지가격에 부정적인 영향을 미치는 것을 확인하였다.
