This study analyzes the current status and prospects of accepting Ukrainian refugees in the European Union through the cases of Germany and Poland, which accepted the majority of Ukrainian refugees. This study emphasizes the importance of historical and cultural relations and the active efforts of refugees as a condition for the successful acceptance and integration of a large number of refugees based on the active support of both governments and citizens for the acceptance of Ukrainian refugees. Germany and Poland are giving full support to Ukrainian refugees in various fields such as housing, jobs, welfare, and education. Behind this phenomenon, there has been a close historical and cultural relation between Germany, Poland and Ukraine since the Middle Ages. There are exemplary behaviors for local community integration, such as positive attitudes. Considering this, the prospects for integration of Ukrainian refugees into the EU are positive. Meanwhile, symmetrical social integration efforts by refugee groups, such as employment efforts in recipient countries, are also required for large-scale refugee acceptance and integration.

본 논문은 우크라이나 난민의 다수를 수용한 독일과 폴란드 사례를 통 해 유럽연합 내 우크라이나 난민수용 현황과 전망을 분석하였다. 본 연구 는 우크라이나 난민 포용에 대한 양국 정부와 국민의 적극적인 지지를 토 대로 대규모 난민의 성공적 수용과 통합의 조건으로써 역사문화적 관계의 중요성과 난민의 적극적 노력을 강조한다. 독일과 폴란드는 우크라이나 난민에게 주거, 일자리, 복지, 교육 등 제 분야에서 전폭적으로 지원하고 있으며, 이에 대해 양국 국민은 강력한 지지를 보임과 동시에 난민을 위한 자발적인 봉사활동을 펼치고 있다. 이러한 현상의 배경에는 독일과 폴란 드와 우크라이나 사이에는 중세 이후 긴밀한 역사 및 문화적 연결고리가 있었으며, 우크라이나 난민의 다수는 고학력 여성으로 일반주택에 거주하 는 특수한 인적구성 및 범기독교 문화를 공유하며 수용국 현지취업에 적 극적인 모습 등 현지사회통합을 위한 모범적 행태가 있다. 이러한 점에서 유럽연합 내 우크라이나 난민통합 전망은 긍정적이다. 한편, 향후 대규모 난민수용과 통합을 위해서는 수용국가의 정책적 노력에 상응하여 수용국 에서의 취업 노력 등 난민집단의 대칭적 사회통합 노력도 필요하다.
