This study aimed to observe the patterns and trends in the net migration of youth populations in five non-Seoul Metropolitan Area(non-SMA) large cities in South Korea, focusing on the phenomenon of youth population re-concentration in urban areas in response to the recent trend of new industry locations favoring city centers. The analysis of this study yielded the following results: Firstly, youth populations in non-SMA large cities in South Korea exhibited a trend of net outmigration towards the capital region and the Chungcheong region. This could be interpreted as a strengthening influence of the capital region in the population movement patterns of South Korea, with an expanded spatial scope. Secondly, there was a recent trend of net in-migration of youth populations from nearby rural/urban areas to non-SMA large cities. This is inferred to be a consequence of the recent restructuring of industrial structures due to the Fourth Industrial Revolution, and it is predicted that this trend will continue to strengthen in the future. The findings of this study suggest the need for strategic planning, focusing on non-SMA large cities where the influx of youth populations has begun, as part of a reconsideration of the previous balanced development policies that were dispersed across various regions in non-SMA.

본 연구는 우리나라 비수도권 5개 광역시를 중심으로 청년인구의 순이동 패턴과 변화추이에 대한 분석을 수행함으로써, 최근 신산업 입지의 도심 지향성에 따른 청년인구의 도심 재집중 현상을 관찰하고자 하였다. 본 연구의 분석 결과, 첫째, 우리나라 비수도권 광역시의 청년인구는 수도권과 충청권으로 순유출되는 양상을 보이고 있었다. 이는 우리나라 인구이동 패턴에 있어서 수도권의 영향이 더 강해지고 공간적 범위가 확대된 것으로 해석될 수 있다. 둘째, 최근 비수도권 광역시에서 인근 도지역으로부터의 청년인구 순유입 추세가 나타나기 시작했다. 이는 4차 산업혁명에 따른 최근의 산업구조 재편에 따른 것으로 유추되며, 향후 이러한 추세가 강화될 것으로 예측된다. 본 연구의 분석결과는 비수도권 여러 지역에 분산되어 추진되었던 기존 균형발전정책에 있어서 청년인구의 유입이 시작되고 있는 비수도권 광역시를 중심으로 한 전략이 마련될 필요가 있음을 시사한다.
