Over the past two decades, Korea has provided Vietnam with financial assistance exceeding 500 billion won, but the implementation of these Official Development Assistance (ODA) projects has often overlooked crucial factors such as Vietnam's political framework, economic conditions, cultural nuances, administrative decentralization, regional disparities, and local infrastructure. This study seeks to conduct a comprehensive evaluation of Vietnam's ODA initiatives with incorporating an exhaustive literature review and in-depth interviews to provide a broader perspective on ODA in the Vietnamese context. The study utilizes qualitative analysis, drawing from national and international research data on ODA, project evaluation reports, academic research, administrative records, media sources, and statistics. Additionally, it relies on in-depth interviews with individuals working at the operational level to gain valuable insights and perspectives. The study's findings reveal substantial progress made by Korean ODA projects in Vietnam. However, they also underscore the importance of establishing a long-term vision, improving local contextual understanding, enhancing transparency, conducting feasibility assessments, and implementing a more comprehensive evaluation framework to ensure sustainable development. To enhance the effectiveness and efficiency of ODA, serious aid reform is needed. This includes creating a dynamic project environment that leverages Korean distinctiveness and competitiveness and improving the evaluation system for ODA projects.

중점협력국 베트남에 대한 한국의 유상원조규모는 지난 20여년동안 약 5,200억원으로 수원국 중 1위로써 많은 사업이 진행되었다. 그러나 베트남의 정치구조, 경제상황, 문화, 행정분권화, 도농 간의 지역 특성, 현지 인프라 등에 대한 충분한 사전 검토 없이 ODA 사업이 추진되어, 사업진행이 지연되거나 현지화 되지 못하여 활용성과 효과성이 떨어진다는 점도 꾸준히 지적되어왔다. 따라서 본 연구는 베트남 ODA사업에 대한 포괄적인 평가를 통해 지속가능한 ODA 발전 방향을 모색하고자 한다. 본 연구에서는 대부분의 기존연구에서 수행된 개별사업 분석이 아닌 대 베트남 ODA 관련 포괄적인 자료를 심층적으로 종합분석하고, 이를 기준으로 실천가능하고 개발효과가 큰 새로운 한국형 ODA사업 발전 방향을 제시하고자 한다. 연구방법은 국내외 ODA 연구자료, 사업평가보고서, 학술연구자료, 행정자료, 언론 및 통계자료 등 종합적 문헌분석 뿐만 아니라, 베트남 사업 수행 기관 실무관계자와의 심층 인터뷰를 고려하여 포괄적 심층분석을 실시한다. OECD DAC 6대 평가 항목 이외에 도덕성/책무성을 추가하여 종합적으로 분석한 결과, 사업 전반적으로 발전하였으나 여전히 장기 비전과 구체적 사업 계획 부족, 현지 실정에 맞지 않거나 타당성 분석 미비, 분절적 사업추진 체계, 평가 실효성 우려, 원조 투명성 제고, 한국적 노하우 제고, 체계적이고 평계체계 개선 등의 도전적 과제를 남긴다. ODA의 효과성과 효율성을 제고하기 위해, 원조 개혁을 본격적으로 시행해야 할 시점에 와 있다고 할 수 있다. 한국적 특수성 및 경쟁력이 극대화된 창의적 사업 환경을 구축하되 ODA사업의 분야별 주제별 실효성 있는 평가제도도 더불어 개선되어야 할 것이다.
