Due to its landlocked nature surrounded by China and Russia, Mongolia faces difficulties in trade and transportation as it cannot directly utilize seaports. To overcome this, the Mongolian government is developing various transportation methods with the support of the international community, aiming to enhance logistics infrastructure and promote economic development and international trade. Interestingly, the Mongolian government, with a long-term vision, is actively striving to overcome its landlocked status by showing interest and effort in maritime activities, which could also expand cooperation with South Korea. Considering that North Korean vessels are registered in Mongolia's ship registry, this could impact the international geopolitical landscape, highlighting the need for careful examination and assessment of Mongolia's maritime activities. Research on Mongolia's transportation law, particularly concerning maritime transportation, is uncommon domestically. This paper focuses on analyzing the latest revised regulations reflecting factors such as the spread of COVID-19 and economic sanctions on certain countries, aiming to examine how the Mongolian government utilizes domestic law for convenience and proposing directions for cooperation between Korea and Mongolia in this field. This study is expected to provide a foundation for future comparative research in the transportation law field, especially in maritime transportation.

몽골은 중국과 러시아로 둘러싸인 내륙국이라는 특성으로 인하여 무역과 운송에 직접 항구를 활용할 수 없다는 어려움이 있다. 몽골 정부는 이러한 상황을 극복하기 위해 다양한 운송수단을 개발하고 있는데, 국제사회의 지원을 받아 물류에 관한 기본 시설과 설비들을 강화하고 경제적 발전과 국제 교역을 촉진하려고 한다. 한편 몽골 정부가 장기적인 안목에서 내륙국이라는 한계 를 극복하고 해양 활동에 관심을 가지고 노력한다는 점이 흥미로운데, 이를 통해 한국과의 협력 가능성을 확대할 수 있다. 몽골 정부가 운영하는 선적국 서비스에 북한 선박이 등록되어 있었다 는 점을 고려하면 동북아시아를 포함한 국제정세에도 영향을 줄 수 있다. 이러한 점도 몽골의 해양 활동에 대한 세밀한 검토와 평가가 필요한 이유가 된다. 천연자원의 주요 수출국인 몽골의 운송법에 관한 연구는 국내에서 흔하지 않은데, 이 글은 몽골의 해상운송에 관련된 COVID-19 확산과 일부 국가에 대한 경제제재 상황 등이 반영된 최신의 개정된 법규를 집중적으로 분석하 여, 몽골 정부가 편의치적을 위한 국내법을 활용하는 현황을 살펴보고, 이 분야에서 한국과 몽골 의 협력을 위한 방향을 제안한다. 이 연구는 향후 운송법 분야, 특히 해상운송 분야 비교연구에 기초를 제공할 수 있을 것이다.
