The foundation of an organization lies in its members, and the success or failure of policies depends on how human resources are managed. However, there is a current trend of decreasing interest in public service, and there is an increase in voluntary resignations. This highlights the urgent need for attention and focus on personnel management and organizational governance. One of the main causes of police retirement is job stress, which leads to job burnout. This, in turn, triggers the intention to leave the job and ultimately has a negative impact on the entire population receiving public safety services. Gangwon State has been selected as a pilot project area for the bifurcation of the autonomous police system. The purpose of this research is to provide foundational data for the establishment of policies related to the Gangwon Special Autonomous Province-style autonomous police system by studying job stress and burnout among police officers in the province. The research findings propose the following recommendations. Firstly, to address the insufficient accessibility of the Mind Companion Centers, it suggests expanding the coverage of the social service e-voucher system. Secondly, in order to ensure fidelity to the essential duties and roles of the police, it recommends measures such as relieving excessive work burdens at the field level, enhancing personnel recruitment, and promoting morale.

조직의 기본은 구성원이며, 인적자원의 운용을 어떻게 하느냐에 따라 정책의 성패가 좌우된다 할 것이다. 그러나 최근 공직에 대한 관심이 낮아지고 자발적 퇴직이 증가하는 양상을 보이고 있어 인사 및 조직관리에 대한 관심과 집중이 매우 필요한 때이다. 경찰퇴직의 주요 원인 중 하나인 직무스트레스 는 직무소진을 유발케 하며, 이것은 이직의도를 불러일으키고 종국엔 치안서비스를 제공받는 국민 전체 에 부정적인 영향력을 미치게 된다. 강원특별자치도는 자치경찰제 이원화 시범사업 지역으로 선정되었 다. 도 소속 경찰공무원들을 대상으로 한 직무스트레스와 직무소진을 연구하여, 강원특별자치도형 자치 경찰제 정책 수립의 기초자료를 제공하고자 하는 것이 이 연구의 목적이다. 연구결과, 첫째, 접근성이 미흡한 마음동행센터의 보완을 위해 사회서비스전자바우처 제도의 대상 확대를 제안하였다. 둘째, 경찰 본연의 업무와 역할에 충실 할 수 있도록 현장의 과도한 업무부담 완화, 인원충원 등 사기 증진 방안을 제안하였다.
