The concept of “reconstruction” originated with the “reconstruction of the imperial capital” advocated after the Great Kanto Earthquake. It represents a top-down urban redevelopment approach by national and local governments that excludes disaster victims. This approach was carried over to the “creative reconstruction” following the Great Hanshin-Awaji Earthquake and continues to influence the present after the Great East Japan Earthquake. After the Great Kanto Earthquake, the concept of “human reconstruction” emerged, emphasizing the rebuilding of disaster victims’ lives. Similarly, after the Great Hanshin-Awaji Earthquake, various efforts were made to restore disaster victims’ voices. This paper traces the formation process of the “reconstruction” concept and examines efforts to regain the voices of the victims. In addition, this paper explores the role of memorial services for the Korean victims of the massacre in passing on their memories and for the recovery of their hearts.

関東大震災後に唱えられた「帝都復興」に起源を持つ、国や自治体によるトップダウン式の都市再開発型で、かつ被災者不在の「復興」概念は、阪神・淡路大震災の「創造的復興」に受け継がれ、東日本大震災を経て、現在に至るまで影響を与えている。一方で、関東大震災後に、被災者の生活再建を重視する「人間の復興」の考え方も唱えられ、阪神・淡路大震災以後、被災者の声を復興に反映しようとする多様な組みが現れるようになった。本稿では、関東大震災後の「復興」思想の形成過程を辿るとともに、被災者の声を復興に反映する取り組みを検討する。さらに被災者の心の復興や記憶の継承における儀礼の役割について、虐殺された朝鮮人犠牲者の慰霊・追悼行為を取り上げて検討する。

‘부흥’의 개념은 관동대지진 이후 주창된 ‘제도 부흥’에서 기원하였다. 이는 국가 및 지방 정부에 의한 피해자를 배제한 하향식 도시 재개발 접근 방식을 나타낸다. 이 접근 방식은 한신⋅아와지 대 지진 이후 ‘창조적 부흥’으로 이어졌으며, 동일본 대지진 이후 현재까지 영향을 미치고 있다. 관동 대지진 이후, ‘인간의 부흥’이라는 개념이 등장하여 피해자들의 생활 재건에 중점을 두었다. 마찬가 지로, 한신⋅아와지 대지진 이후에는 피해자의 목소리를 부흥에 반영하려고 다양한 노력이 이루어 졌다. 본 논문은 관동대지진 이후 ‘부흥’ 개념의 형성 과정을 추적하고 피해자의 목소리를 반영하려 는 노력을 검토한다. 또한, 피해자의 마음 부흥에서의 의례의 역할과 학살된 조선인 희생자들을 위 한 추모 행사가 가지는 기억의 계승 역할을 검토한다.
