This study aimed to explain the formation process of the agenda regarding the improvement of conditions for junior officers through the theory of reverse agenda-setting between YouTube channels and the press. To achieve this, we analyzed videos posted on the YouTube channel of the YouTuber , who discusses junior officer issues, and the media coverage through semantic network analysis to derive implications. The research findings indicate that the discourse on improving conditions for junior officers began to form on YouTube channels from 2022, and media coverage gradually increased from 2022 to 2023, leading to agenda-setting. The analysis of extracted vocabulary from YouTube and news articles showed high centrality in 2023. The semantic network analysis revealed that discourse formation occurred in 2022, followed by the formation of agendas including solutions and measures in 2023. These results suggest that the discourse on improving conditions for junior officers was first raised online in 2022 and then led to agenda-setting offline in 2023.

본 연구는 초급간부 처우개선 의제의 형성과정을 유튜브 채널과 언론 간 역의제설정 이론을 통해 설명하고자 했다. 이를 위해 초급간부 이슈를 다루는 유튜버 <캡틴 김상호>의 채널에 게시된 영상과 언론의 보도현황을 의미연결망으로 분석하여 함의를 도출 하고자 했다. 연구결과, 초급간부 처우개선 담론은 2022년부터 유튜브 채널에서 형성되 었고, 언론 보도는 2022~23년에 점진적으로 증가하여 의제설정까지 이어졌다. 유튜브와 기사의 추출 어휘 분석결과, 2023년에 높은 위세중앙성을 나타냈다. 의미연결망 분석결 과 2022년에는 담론형성을, 2023년에는 해결과 대책을 포함하여 의제가 형성된 것으로 나타났다. 이러한 결과는 2022년에 초급간부 처우개선 담론이 온라인상에서 먼저 이슈 화되고, 이어 2023년에 오프라인상에 의제설정으로 이어졌다는 결과를 시사한다.
