Since President Xi Jinping began his third consecutive term, there has been active discussion regarding the concentration of presidential power, yet there is a significant lack of research on changes in the authority of the State Council Premier. This situation makes it difficult to comprehensively assess changes in China's power structure. This study examines how Premier Li Keqiang's duties and official activities have evolved during Xi Jinping's tenure by collecting articles spanning his ten-year term and conducting text network analysis and topic modeling. Since 2016, Xi Jinping's leadership had formed a dominant topic affecting other duties of the Premier. These changes appear to be driven by changes in both domestic and international environments, with Xi Jinping seemingly seeking to enhance his power under crisis situations.

시진핑 국가주석의 3연임이 시작한 이래로 국가주석의 권력집중에 대한 논의가 활발하 게 이루어진 반면 국무원 총리의 권한 변화에 대한 연구는 매우 부족한 상황이다. 이와 같은 상황하에서 중국 권력 구조의 변화를 총체적으로 판단하기 어렵다. 본 연구는 리커창 총리의 업무와 공식 활동이 시진핑 집권 기간 동안 어떻게 변화하였는지를 살펴보기 위해 총리 임기기간 10년 동안의 기사를 수집하였으며 텍스트 네트워크 분석과 토픽모델 링을 수행하였다. 그 결과, 첫째 총리의 대외업무가 축소되었으며 특히 경제 교류와 협력에 관한 대외업무가 전략적교류나 국제협력 같은 정치·안보 이슈로 전환되었다. 둘째, 시장개혁/혁신성장의 비중이 줄고 경기부양과 사회정책 관련 업무의 비중이 늘어났 다. 셋째, 2016년 이래 시진핑지도가 하나의 토픽을 형성하여 총리의 다른 업무에 영향을 미치게 되었다. 이러한 변화는 대내외적 환경 변화로 기인된 것으로 보이며 위기상황을 이유로 시진핑 국가주석이 권력 강화를 도모한 것으로 보인다.
