Grandparents raising grandchildren are continuously increasing in scale due to various social changes such as the rise in divorce rates. Grandparents raising grandchildren experience economic distress due to the long-term assumption of parental roles by grandparents, often facing difficulties in caregiving as they age and experience declining health. Currently, laws such as the National Basic Living Security Act, the Child Welfare Act, the Single-Parent Family Support Act are in place to protect and support children in Grandparents families. These laws aim to supplement Grandparents raising grandchildren by providing necessary support for the stability and education of the children. However, despite the existence of various legislation and government support policies, many children in Grandparents families may still receive insufficient support or remain in blind spots due to the lack of effectiveness in the support system.

조손가정은 장기적으로 부모의 역할을 맡는 조부모가 양육비에 대한 부담으로 경제적 고통을 겪거나 고령으로 건강이 악화되어 손자녀를 돌보기 어려운 경우 가 많다. 이러한 이유로 해당 가정의 아동･청소년은 가족구성원의 결핍, 빈곤한 양육환경 등으로 인하여 성장에 어려움을 겪거나 경험하지 않아야 하는 사회적 위험에 노출되기도 한다. 조손가정 아동･청소년의 지원과 관련한 구체적인 법적 근거를 보면 저소득 조 손가정에 대한 국민기초생활보장 생계지원, 위기가구 지원 등이 실시되고 있지 만 일관적이지 않은 조손가정에 대한 기준으로 실제 지원을 받고 있지 못한 사 각지대가 존재하고 있으며, 실태조사도 규칙적으로 이루어지지 않아 사각지대 파악을 통한 조속한 발굴･지원에도 어려움이 있는 실정이다. 본 논문은 조손가 정의 아동･청소년을 지원하고 있는 사회보장 관련 근거 법령 및 지방자치단체 조례의 내용을 검토하고, 문제점을 찾아 개선방안을 제시해보았다.
