North Korea’s drug trafficking has been causing considerable concern to the international community. This article has examined the main characteristics and problems of drug trafficking by North Korean authorities and explored countermeasures by the international community. The article has reviewed data related to North Korea’s drug trafficking cases from the 1970s to the present and drawn their main traits and problems. The state agencies such as North Korean diplomats and intelligence bodies are involved in drug trafficking. They are engaging in clandestine drug transactions in the border areas between North Korea and China or at sea. In addition, drugs produced in North Korea tend to be trafficked through organized crime groups such as Japan’s Yakuza and China’s Triad. Thereafter, the roles of the UN agencies on North Korea’s drug trafficking have been discussed. As a result, this article has proposed the following countermeasures: first, comprehensive information on North Korea’s drug production and trafficking should be shared with the international community, centered around the UN drug-related agencies. second, supervision and control over the implementation of the three major drug-related conventions, including the ‘Single Convention on Narcotic Drugs’ to which North Korea has already joined, should be strengthened. third, the international community should faithfully implement the provisions of the UN Security Council's Resolution 2321 on sanctions against North Korea that are pertinent to North Korea’s drug trafficking. Lastly, it is necessary to crack down on drug trafficking by North Korean authorities through cooperations between each country’s investigative agencies, led by the UN Drug Enforcement Agency, and the International Criminal Police Organization.

북한의 마약 밀매 문제는 한국을 비롯하여 국제사회의 큰 우려 대상이 되고 있다. 본 논문은 북한의 마약 밀매사례를 중심으로 그 특징과 문제점을 살펴보고 국제사회의 대응 방안을 고찰하였다. 북한의 마약 밀매 사례들 중에서 1970년대부터 현재까지 관련 자료들을 바탕으로 그 특징과 문제점을 검토하였다. 북한의 외교관이나 정보기관과 같은 국가기관이 마약밀매에 관여하고, 북한과 중국 접경지역이나 바다에서 은밀하게 거래하는 특징을 보인다. 북한에서 생산된 마약은 또한 일본의 야쿠자, 중국의 삼합회와 같은 조직범죄단체를 통해 밀매되는 특징을 보인다. 이 논문은 북한의 마약밀매와 관련하여 유엔 등 국제사회의 대응협력을 논의하였다. 그 결과, 다음과 같은 국제사회의 대응협력 방안을 제시하였다. 첫째, 유엔 마약 관련 기구를 중심으로 북한의 마약 생산과 밀매에 관한 종합적인 정보를 국제사회가 공유해야 한다. 둘째, 북한이 이미 가입한 ‘마약에 관한 단일 협약’ 등 국제사회의 3대 주요 마약 협약 이행에 대한 감독과 통제를 강화해야 한다. 셋째, 유엔안보리의 대북제재 결의안 2321호 중 북한의 마약 밀매를 억제할 수 있는 항목의 내용을 국제사회가 충실히 이행해야 한다. 마지막으로 유엔 마약 관련 기구를 중심으로 각 국가의 수사기관 그리고 국제형사경찰기구가 공조하여 북한의 마약 밀매 단속에 적극적으로 임할 필요가 있다.
