UN Peace Operations are a form of human security practice, contributing to the change and development of security. However, the main purpose of this article is to consider the answer to the question of "Why is poverty and fear still increasing despite changes in the UN's efforts and Mission character?" and "Why does UN Peace Operations fail to practice human security?" This article is to emphasize the "participation of local residents" as a key factor to maximize the practical usefulness of human security. Therefore, it analyzed how the residents perceive the human security activities of the UN mission in Lebanon and whether the needs of local residents are reflected in the overall process of Peace Operations, and suggested directions for human security practice. The article was explored deeply through surveys, in-depth interviews, and participant observations in the UNIFIL’s Area of Operation in Lebanon, which is an actual conflict area.

유엔 평화활동은 인간안보를 실천하는 한 형태로 안보의 변화와 발전에 기여하고 있다. 휴전 상태를 유지 하는데 목적을 두었던 과거와는 달리, 최근 평화활동의 주요 임무는 평화와 안보, 인권, 개발의 여러 이슈를 포괄적으로 다루고 있다. 하지만 이러한 유엔의 노력과 임무 성격의 변화에도 불구하고 빈곤과 공포는 여전 히 증가하고 있다. 한편, 인간안보의 실천을 위한 핵심요소로 “지역주민의 참여”를 공통적으로 강조하고 있 다. 본 논문은 현재 진행 중인 UNIFIL의 평화활동에서의 지역주민들의 참여가 실질적으로 이루어지고 있 는지, 지역주민들은 UNIFIL의 인간안보 활동을 어떻게 인식하는지 등을 확인하고, 그에 따른 교훈을 도출 하여 인간안보 실천을 위한 방향성을 제시하였다. 이 연구는 실제 분쟁지역인 레바논의 UNIFIL 작전지역 에서 설문과 심층 인터뷰, 참여자 관찰을 통해 심도 있게 진행되었다.
