Ensuring spatial equity in the use of public transport services is crucial for people’s mobility rights and quality of life. Achieving this involves a systematic analysis of access to public transport services, particularly vulnerable areas across a country and within regions. Through a literature review, this study aims to define a concept of vulnerable areas of public transport access, delineate a common framework for analyzing them, and proposing improvements to existing territorial approaches for such an analysis in Korea. Our review indicates that national projects like the “Public Transport Status Survey” and “Inspection and Evaluation of Implementation of Rural Service Standards” face limitations in terms of the spatial unit of analysis, precision of road network data, accessibility measurement, and vulnerability criteria. Recent studies advocate for smaller spatial units of analysis, high-precision road network and transport card data, and inclusive vulnerability assessments considering population and new transport modes. The study thus suggests enhancing national projects by introducing micro-level spatial units, establishing standardized data and analytical infrastructure for common uses, and assessing vulnerability more comprehensively through incoporation of new factors such as population and new transport modes.

대중교통 서비스 이용의 공간적 형평성 확보는 국민의 이동권을 확보하고 삶의 질을 보장하기 위한 중요한 정책 과제이다. 이 과제의 실현을 위해서는 무엇보다도 우리나라 전국 및 지역의 대중교통 서비스 이 용 여건, 특히 대중교통 접근 취약지역에 대한 체계적인 분석이 필요하다. 본 연구는 최신의 국내외 연구 고 찰을 통해, 대중교통 접근 취약지역에 관한 개념과 공통적 분석 프레임워크를 정리하고, 전국을 대상으로 한 국내 분석의 발전 방향을 제시하고자 하였다. 문헌 검토 결과, 「대중교통 현황조사」,「농어촌서비스 기준 이 행 점검·평가」등의 국가 사업은 분석의 공간 단위, 기초 도로망 데이터의 정밀성, 접근성 측정 및 취약성 기 준 등의 측면에서 한계가 있었다. 최신의 분석 사례들을 살펴본 결과, 소지역 단위 분석, 고정밀 도로망 및 교 통카드 데이터 활용, 인구 및 신규 대중교통 수단을 고려한 취약성 진단 등의 변화를 포착할 수 있었다. 이를 토대로, 본 연구에서는 전국 단위 대중교통 접근 취약지역 분석에 있어 미시적 공간 단위의 도입, 표준 데이 터 정의 및 관련 생산 인프라 구축, 인구 및 신규 대중교통 수단을 고려한 다차원적 취약성 진단 등을 발전 방 향으로 제시하였다.
