This study conducted a literature review on the EduCloud Alliance (ECA), led by the Finnish Ministry of Education and Culture, to provide implications for ICT education policy in South Korea. Based on the findings, the implications for South Korea's ICT education policy are as follows. Firstly, ECA was identified as a collaborative body promoting the digitalization of Finnish education and the development of educational systems, highlighting the importance of deliberative processes in policy formulation. Secondly, the learning platforms proposed by ECA are characterized by user-centered design, interactivity, and accessibility of interfaces, emphasizing an open platform approach. Thirdly, the ongoing development of AI digital textbooks in South Korea is aligned with the discussions on technological innovation, security, and data management within ECA, as well as collaboration on platform standardization and sharing through the European Edtech Alliance (EEA), which is considered a meaningful approach.

본 연구는 우리나라의 ICT 교육정책에 시사점을 제공하기 위해 핀란드 교육문화부 주도의 Educloud Alliance(ECA)에 대한 문헌에 대해 내용분석을 수행하였으며, 이에 따른 연구 결과를 바탕으로 우리나라 ICT 교육정책에 대한 시사점은 다음과 같다. 첫째, ECA는 핀란드 교육의 디지털화와 교육 시스템 개발을 위한 협력을 촉진하는 협의체로서 정책을 수립하기 위한 숙의의 과정이 확인되었다. 둘째, ECA에서 제시한 학습플랫폼은 사용자 중심 설계, 상호작용, 인터페이스에 대한 접근성 등을 고려한 개방형 플랫폼이라는 점이다. 셋째, 우리나라에서 진행 중인 AI 디지털 교과서 개발과 연계하여 ECA가 논의하는 기술 혁신, 보안과 데이터 관리에 관한 논의 그리고 European Edtech Alliance(EEA)와의 학습플랫폼의 표준화와 공유를 통한 협력은 의미있는 접근으로 판단된다.
