This paper analyzes the types and changes of cultural mobilization discourses targeted at Korean intellectuals in Manchuria under the propaganda system, focusing on the discourses published in the cultural section of the Manseon Ilbo. With the policy changes in the Manchukuo, cultural mobilization began to gain attention in the Manchurian Korean cultural community through the cultural section of the Manseon Ilbo. Particularly, after the appointment of the new editor-in-chief, Sugawara Riichi, the nature of the discourse fundamentally transformed. During this period, the Manseon Ilbo adopted a critical stance towards individualism, began to translate and serialize national literature discourse in Japanese literature into Korean, criticized escapist or passive writers, and emphasized the importance of cultural mobilization. The outbreak of the Pacific War and the transition to a wartime system presented new cultural demands to Korean intellectuals in Manchuria. Amid these changes, Manchukuo intensified censorship and control over intellectuals, emphasized their role as cultural warriors, and mobilized them to issue declarations of support for the war. Additionally, during this period, discussions centered around the Eastern spirit emerged as a major theme, with a pronounced tendency to emphasize the superiority and philosophical wisdom of Eastern culture in contrast to Western culture.
