The stringent social distancing policies implemented in response to COVID-19 have resulted in unprecedented changes in both policing activities and public safety demands. While numerous studies have addressed the impact of social lockdown policies during the COVID-19 period on crime rates and police reports, there has been limited analysis regarding the manifestation of changes in public safety demands at the local level. Therefore, this study aims to examine how the COVID-19 social distancing period has affected regional 112 reporting rates through spatiotemporal analysis. For this purpose, monthly data on police 112 reports from January 2019 to January 2022 and population data by administrative district for the same period were utilized to construct monthly, by police station, and by emergency type 112 reporting rate datasets as the dependent variable. Independent variables considered include the implementation of social distancing measures and regional fixed effects. Additionally, control variables such as linear trends in reporting rates over time and seasonality were incorporated into the model. According to the analysis results, social distancing measures led to a decrease in reporting rates by police station and month, with the pattern of this decrease varying depending on the urgency level of the reports. Furthermore, it was observed that the patterns of this decrease in reporting rates also varied by police station or provincial police agency.

코로나19로 인한 강력한 사회적 거리두기 정책은 경찰활동과 치안수요의 측면에서 도 유례없는 변화를 가져왔다. 그간 코로나 19 기간 중 사회적 봉쇄정책이 범죄와 경찰 신고에 미치는 영향에 대한 연구는 다수 보고되었으나 치안수요의 변화가 지역적 수준 에서 어떻게 나타나는지 분석한 연구는 거의 없었다. 따라서 이 연구는 시공간 분석을 통해 코로나 19로 인한 사회적 거리두기 기간 중 지역별 112 신고율에 어떠한 변화가 있었는지 살펴보고자 한다. 연구를 위하여 2019년 1월부터 2022년 1월까지의 경찰112 신고데이터와 동기간 행정동별 인구데이터를 이용하여 월별・경찰서별・긴급유형별 112 신고율데이터를 구성하여종속변수로활용하였다. 이에영향을미치는 독립변수로 는 사회적거리두기 실시여부, 지역의 고유효과등이고려되었다. 그외 시간에 따른 신 고율의 선형적 변화경향성, 계절성 등이 통제변수로 모형에 포함되었다. 분석결과에 따 르면 사회적 거리두기는 경찰서별・월별 신고율의 감소를 가져왔고, 이러한 감소의 패 턴은 신고의 긴급성 수준에 따라서도 달라지는 것으로 나타났다. 또한 이러한 신고율 감소의 양상은 경찰서나 시도경찰청에 따라서도 달라지는 것을 확인하였다.
