In the Seoul area, fortress heritage sites of various periods are intensively distributed. However, 30 ancient fortress sites do not receive much attention. Since this situation needs to be overcome through active utilization projects, this study analyzed the current status of three utilization projects underway in the Seoul area. Songpa-gu has been promoting projects targeting Pungnapdongtoseong and Mongchontoseong, but general programs related to Baekje’s historical and cultural properties have been the focus. In addition, the business could not be operated organically with related organizations. Geumcheon-gu is promoting a project to utilize Hoamsanseong Fortress, which lacked its own programs to directly utilize the fortress due to the lack of accessibility and infrastructure. Gwangjin-gu is promoting a project to utilize the Achasanseong fortresses and Achasan Forts. This approach is characterized by the fact that the burial cultural heritage excavation agency becomes the managing organization and operates a program integrated with public archaeology. However, maintaining the continuity of the project was difficult as the selection and elimination were repeated in the public offering project of the Cultural Heritage Administration. Based on the analysis of the current status of the project to utilize the ancient fortress heritage in Seoul, several measures were suggested for future revitalization. First, the project should not focus on education but should be an interesting experience-type program. Second, the value and meaning of the ancient fortress heritage should be recognized and the utilization project that reflects its own storytelling proceeded with accordingly. Third, the capacity of the project management organization needs to be strengthened through the interest of local governments and support for private organizations so that the project can be continuously promoted. Fourth, regional studies need to be established for local residents to recognize the value of cultural heritage in the region and establish a regional identity. If these measures are applied, the utilization of cultural heritage, including ancient fortress heritage, will be further increased and the value of cultural heritage improved.

서울지역에는 다양한 시기의 성곽유산이 집중적으로 분포하고 있다. 그런데 고 대 성곽유산은 조선시대 성곽유산에 비해 상대적으로 주목받지 못했다. 이러한 상 황은 적극적인 활용사업을 통해서 극복할 필요가 있으므로 서울지역에서 진행된 활용사업 현황을 분석하였다. 서울시 송파구에서는 풍납토성과 몽촌토성을 대상으로 사업을 추진해 왔으나, 백제의 역사문화와 관련된 일반적인 프로그램이 중심이었다. 또한 유관 기관과 유 기적으로 사업을 운영하지 못했다. 서울시 금천구는 호암산성에 대한 활용사업을 추진 중이다. 호암산성은 접근성이 떨어지고 기반시설이 부족하다는 한계로 인하 여 산성을 직접 활용하는 독자적인 프로그램이 부족했다. 서울시 광진구는 아차산성과 아차산 일대 보루군에 대한 활용사업을 추진 중이다. 매장문화유산 발굴조사 기관이 주관단체가 되어 대중고고학과 접목한 프로그램을 운영하는 것이 특징이 나 문화재청의 공모사업에 선정과 탈락이 반복되면서 사업의 연속성 유지에 어려 움을 겪기도 하였다. 이와 같이 서울지역 고대 성곽유산 활용사업 현황 분석을 바탕으로 향후 활성 화를 위해서 몇 가지 방안을 제시하였다. 첫째, 고대 성곽유산의 활용사업은 교육 에 치중하지 않고, 재미있는 체험형 프로그램이 되어야 한다. 둘째, 고대 성곽유산 이 지닌 가치와 의미를 인식하고, 이에 맞는 개성있는 스토리텔링이 반영된 프로 그램이 진행되어야 한다. 셋째, 지속적인 사업 추진이 가능하도록 지자체의 관심과 지원을 통해서 사업 주관단체의 역량을 강화해야 한다. 넷째, 지역주민이 해당지역 문화유산의 가치를 인식하고 지역정체성을 확립하기 위한 지역학의 정립이 필요 하다. 이러한 방안이 적용된다면 고대 성곽유산을 포함한 문화유산의 활용도는 더 욱 높아지고, 문화유산의 가치도 제고할 수 있을 것이다
