Utilization and Significance of Shared Bicycles in Low-income Neighborhoods Amid Subway Flood Damage

This research explores the critical importance of addressing equity concerns in the application of information technologies, specifically in disaster management. we emphasize the disproportionate impact of disasters on individuals from different socioeconomic backgrounds, focusing on the economic burdens faced by low-income groups. The study highlights the potential role of IT-enabled shared bike share systems, as supplementary transportation options during disasters. This study also raises concerns about the equity issues within these bike-share systems, where they tend to serve higher-income individuals. The research question centers on how low-income individuals utilize bike share systems in the aftermath of public transportation disruptions caused by natural disasters, using the 2021 New York subway flooding from Hurricane Ida as a case study. This study employs a quasi-experimental design to measure the impact and provides insights into the role of IT-enabled shared mobility in disaster recovery, particularly for vulnerable populations.
