Since 2019, the Korea government has reclassified government-funded research institutes and specific research institutions as distinct public entities, categorizing them separately for research and development purposes in recognition of the specialized nature of their work and the associated administrative requirements. However, the impact of this system on the actual research sites appears to be relatively modest. While it is understood that no single law or system can fully satisfy all stakeholders, research and development (R&D) institutions advocate for additional institutional support due to the relatively minor changes observed after the system's implementation. In light of this situation, this paper conducts focus group interviews with R&D professionals to assess both the positive and negative aspects of the system. Based on these findings, the paper proposes policy measures that underscore the need for new management governance rooted in scientific and technological expertise. However, it is essential to highlight that, beyond these discussions, there is a strong emphasis on the importance of self-evaluation and collaborative growth with the community to safeguard the autonomy of R&D institutions.

2019년부터 정부는 정부출연 연구기관과 특정연구기관을 기타 공공기관으로 지정함과 동시에, 이와 더불어 연구개발목적기관으로 별도로 지정하면서 연구개발의 전문성과 특수성을 인정하며 이에 관한 행정행위를 수반하고 있다. 그렇지만 이런 제도의 시행에 따라 연구현장에 서 체감하는 효과는 그리 크지 않은 것으로 나타나고 있다. 물론 그 어떤 법과 제도라도 수요자를 모두 만족시킬 수는 없지만, 연구개발목적 기관들은 제도의 시행 전후로 바뀐 것이 크지 않다고 이에 대한 제도적 보완을 요구하고 있다. 이런 배경에 따라서 본 논문에서는 연구개발 목적기관 실무자를 대상으로 포커스그룹인터뷰를 실시하여 긍정적인 측면과 부정적인 측면에 대하여 살펴보고, 이런 연구결과를 토대로 과학기술 전문성에 기반한 새로운 관리 거버넌스의 필요성에 대하여 정책적 방안을 제언하였다. 다만 이러한 논의와 별개로 연구개발목적 기관들의 자율성을 확보하기 위해서는 스스로를 살펴보고 국민과 함께 하는 성장을 위한 노력이 필요함을 강조하였다.
