The purpose of this paper is to discuss the concept of ‘CWB as an alternative’, which is attracting great attention by local governments and local activists across the country to overcome the crisis in the local economy. To this end, we would like to develop a discussion focusing on identifying the definition, history, basic logical structure, and significance of CWB. In this paper, we will discuss what CWB is, its definition and significance, and briefly introduce the achievements of CWB in Cleveland, Ohio, USA and Preston, Lancashire, UK, which are considered best practices. We will review and discuss the five principles of the CWB concept and movement, and finally, as a conclusion, we will discuss the causal relationship between CWB and the 'local endogenous development' and the 'local endogenous development' of CWB that appears in existing cases. I would also like to point out the limitations of the discourse level.

본고에서는 우리 사회 내 최대 위기 중 하나인 지역경제의 위기를 돌파하기 위해, 최근 전국 각지의 지자체 및 지역운동가들에 의해 크게 주목을 받고 있는 ‘대안으로서의 CWB(community wealth building, 이하 CWB)’ 개념에 관해 논의하는 것을 목적으로 설정하였다. 이를 위해, 본고는 CWB의 정의, 역사, 기본적인 논리구조, 그리고 그 의의를 규명하는 것에 초점을 맞춰 논의를 전개하고자 하며, 특히 본고에서는 모범사례로 평가되고 있는 미국 오하이오주 클리블랜드(Cleveland)시와 영국 랭커셔주 프레스턴(Preston)시 CWB의 성과를 간략하게 소개하여 CWB 개념을 보다 경험적으로 이해할 수 있도록 했다. 그리고 CWB 개념 및 운동의 ‘다섯 가지 원칙’에 관해 검토, 논의할 것이며, 마지막으로 결론을 대신하여 CWB와 이른바 ‘지역순환경제’ 간의 인과관계에 관해 논의하면서도 기존 사례에서 나타나고 있는 CWB가 갖는 ‘지역순환경제’ 담론 차원의 한계에 관해서도 지적하고자 한다.
